Today, the kremlin is waging war not only with missiles, tanks and guns. The information war does not have a clearly defined front line. By investing significant resources in it, the russian authorities are trying to destabilize Ukraine and the world, influence political processes and shape public opinion in different regions of the planet in their own invasive interests.

It has faces that the whole world needs to know – to know in order to block, impose sanctions, deny entry, close bank accounts, and cease all cooperation.

Makeev pays special attention to ideological influence on young people. He runs children's photo clubs and gives lectures, spreading anti-Ukrainian propaganda among children. A striking example is his exhibition "Through the Eyes of Truth", which was positioned by the russian media as "an exhibition for children about the special operation in Ukraine". It featured portraits of russian soldiers, those wearing balaclavas, which created a romanticized image of war criminals. In this way, he attracts the younger generation to the cult of war and justifies russian aggression.
For his activities in support of the kremlin regime, Makeev was awarded a number of awards, including the medal "For Valiant Labor" from the occupation authorities of Crimea, the medal "For Merit" from the russian Union of Journalists, and the medal of the Ministry of Defense "Participant of a Special Military Operation" for assistance in the delivery of equipment and supplies to the russian military. In addition, he was awarded the title of "Military Correspondent of the Year" for his work in the temporarily occupied territories of Ukraine, which indicates that his contribution to russian propaganda is recognized officially.

He spreads fake news about "losses of the Armed Forces of Ukraine" and promotes theories about the "inevitability of Ukraine's defeat" as part of information and psychological operations against the Ukrainian population.
Mersh's activities are not limited to information support. He also provides technical and advisory assistance to the russian army units fighting on the territory of Ukraine, in particular in the field of the use of strike drones. Mersh publicly provides recommendations on the selection and effective use of kamikaze drones, thereby contributing to the improvement of the aggressor state's warfare tactics.
He illegally stayed in the temporarily occupied territories of Ukraine as a member of the russian occupation forces, which is a violation of the state border and direct participation in the aggression.

Her works include the film Medical Special Forces, which portrays russian military medics as heroes, as well as films dedicated to key figures in russian propaganda, such as Daria Dugina ("Daria Dugina: We are forever in this summer...") and Yulia Chicherina ("Yulia Chicherina: And we will stand").
In parallel with her media activities, Mikhailovskaya organizes systematic deliveries of aid to russian army units, for example drones, thermal imagers and other military equipment directly to the front lines, which helps to increase the combat capability of russian troops fighting in Ukraine.
For her activities in support of the aggression, she received a number of awards from russian government agencies and occupation administrations, including the medal of the ministry of defense of the russian federation "For Contribution to Strengthening the Defense of the russian federation" (March 4, 2024), the medal "For Strengthening the Combatant Commonwealth", which recognizes her contribution to the military efforts of the russian military department, and the badge of the russian ministry of internal affairs "For Countering Extremism".
Her cooperation with the occupation regimes is confirmed by the award "For Merit to the Donetsk People's Republic" of the 3rd degree and the Order of Merit to the Republic of the 2nd degree from the so-called DPR.

In addition, with the support of russian autonomous non-profit organizations, photo exhibitions are held at which Grigoryuk presents his propaganda works and covers the course of events in the temporarily occupied territory of Donetsk region.
He also actively uses his Telegram channel to disseminate kremlin narratives and rebroadcasts publications by other russian propagandists, including fundraisers to purchase military equipment for russian troops, particularly drones.
He was awarded a certificate of honor by the liquidated so-called head of the DPR Alexander Zakharchenko "for the development of the DPR media space".

In his public speeches, Kedmi uses the rhetoric of dehumanization, calls for violence against Ukrainians and actively promotes the idea that Ukrainian territories belong to the russian federation, in particular, claiming that "Kharkiv is a russian city." In 2018, he stated that "Nazis cannot be forgiven" and that "they have no right to live on this land." In 2022, he publicly supported a full-scale invasion, calling it "protecting Donbas from genocide" and a means of "denazifying Ukraine." Kedmi also spread disinformation about Poland's alleged intentions to send troops into Ukraine.
He actively works for an international audience, using his Israeli background as a tool of credibility. His comments are often quoted in the media of the CIS countries, Serbia, and some Western media, which helps to legitimize the kremlin's position in the foreign policy discourse. In 2022, Kedmi took part in the so-called "First International Anti-Fascist Congress" organized by the russian Ministry of Defense, publicly supporting the key ideological theses of the russian authorities.
Kedmi also claims personal ties to putin, which allegedly date back to the 1990s. In addition, he regularly participates in events organized by FSB-related entities, including the Alpha unit veterans' organization, where he openly discusses russia's military goals.

Later, he focused on running his own YouTube channel, where he published videos with a distinctly pro-russian content. His materials included interviews with representatives of illegal armed groups, propaganda stories aimed at discrediting the Ukrainian government, the Armed Forces of Ukraine and Ukraine's European partners.
In 2014, Phillips was detained by the Security Service of Ukraine on suspicion of collaborating with terrorist organizations and expelled from the country with a ban on entry. Despite this, he continued to be active outside of Ukraine. In particular, in 2018, in Munich, Phillips tore down Ukrainian flags from the grave of Stepan Bandera and left an offensive inscription on the site, which caused a wide response and condemnation from the Ukrainian community.
In 2022, Phillips recorded an interview with British prisoner of war Aydin Aslin, who was held captive by russian forces. This interview was classified as a violation of the Geneva Convention, as it degraded the dignity of a prisoner of war and was used as a tool of russian propaganda.
Phillips has repeatedly received awards from pro-russian structures, including medals from the so-called "LPR" and russian law enforcement agencies, which indicates his direct connection with the occupation administrations.
In 2024, he was granted political asylum in russia, which confirms his full identification with the position of the aggressor state.

Within the framework of its activities, it is closely connected with the Foundation for the Protection of National Values (FPNV), which it has been heading since 2021, as well as with structures that were under the control of Yevgeny Prigozhin, in particular the so-called Wagner Group. Acting as a public mouthpiece for the foreign policy information operations of the aggressor state, Shuhaley positions himself as a "sociologist" and "expert on international relations," which allows him to disguise propaganda activities as pseudo-analytical work.
He is actively involved in the information support of russia's armed aggression against Ukraine. In his Telegram channel with an audience of over 18 thousand subscribers, he systematically disseminates propaganda materials in support of the so-called "special military operation," promotes anti-Western narratives and emphasizes his presence in combat zones. Such actions are aimed at legitimizing the foreign policy of the aggressor state and creating the image of a "field expert".
In 2019, Shugaley was detained in Libya on suspicion of election interference and espionage. After 18 months of detention, Shugaley was released and reportedly received a monetary compensation from Prigozhin in the amount of 18 million rubles. His return to russia was accompanied by a large-scale information campaign, including the creation of the films "Shugaley", "Shugaley-2" and "Shugaley-3", which shaped the image of a "hero" and at the same time strengthened the public image of the Wagner Group.
In 2024, Shugaley was detained in Chad, where he was part of the so-called "russian House", which is actually a cover for influence operations. He was again charged with election interference and espionage. After a short period of detention, he was released and returned to Moscow.
He has close ties to the founder of the FPNV, Alexander Malkevich. It was Malkevich who supervised Shugaley's activities in Libya, organized the campaign for his release, and initiated the creation of films about Shugaley. After Shugaley's return from captivity, Malkevich facilitated his political integration, including his nomination to the State Council of the Komi Republic and his participation in the elections in St. Petersburg. Both defendants are public faces of russia's soft power and coordinate their activities within the state system of information influence. Cooperation with Malkevich indicates the existence of a centralized system of information expansion that serves the strategic interests of the aggressor state.

Later, he voluntarily joined the units of the so-called "DPR", where he held the position of deputy commander for political work (deputy commander) in the 107th battalion, which later transformed into the 279th separate rifle battalion. Later, he moved on to work as an operator of unmanned aerial vehicles and participated in the development and testing of electronic warfare equipment, including the Ratibor anti-drone system, in cooperation with the russian Union Foundation.
In his public statements, Yansen has repeatedly called for the destruction of Ukraine as a state and Ukrainians as a nation. In particular, he stated: "Ukraine should burn and howl with hundreds and thousands of widows in the rear" and "Ukraine should no longer exist. Not in any form. No state, no name, no heroes, no symbols, no current leaders. All of this must be destroyed and forgotten forever."
Yansen actively runs the Telegram channel "Jansen | Z", which is used as a platform for spreading anti-Ukrainian propaganda, discrediting Ukrainian statehood and calling for violence. He also participates in public speeches on pro-russian media resources, where he promotes the thesis that "Ukraine is an existential enemy of russia" that "cannot exist simultaneously with russia and not be at war."

His activities are aimed at undermining the territorial integrity, sovereignty and independence of the Ukrainian state through disinformation campaigns, legalization of russian aggression and manipulation of public opinion both in russia and abroad.
He is the head of the strategic management department of the autonomous non-profit organization Dialogue, established by the Moscow Department of Information Technology in 2019 and closely linked to the presidential administration. The organization develops digital tools for controlling the information space, including social media monitoring, targeted advertising, and crisis communications, and coordinates the activities of regional management centers and projects in the temporarily occupied territories of Ukraine.
Vasiliev is the founder and administrator of the War on Fakes project, which is positioned as a fact-checking resource but actually acts as a tool for spreading disinformation and pro-russian narratives. The project was launched on February 23, 2022 - on the eve of russia's full-scale invasion of Ukraine - and quickly gained popularity, gaining more than 500,000 followers on Telegram in the first week. The content of War on Fakes is actively promoted through the official channels of russian government agencies, including the ministry of defense and the ministry of foreign affairs, as well as through embassies and controlled media.
Vasiliev was notable for his participation in disinformation campaigns, including Operation Doppelgänger. This campaign involved the creation of fake news sites that imitated Western media and the spread of disinformation about the war against Ukraine. According to the French news agency VIGINUM, the domain waronfakes.com was registered in the name of Vasiliev, which indicates his direct involvement in these information operations.
Investigations by the British company Logically and publications in Time magazine confirmed that Vasiliev was behind the project. Using a format similar to Western fact-checking platforms, it creates the illusion of objectivity by presenting russian propaganda as allegedly verified information. In particular, War on Fakes systematically denies russian war crimes, accuses Ukraine of aggression and spreads fictionalized versions of events at the front. In addition, Vasiliev hosts the "Fake Control" section on the state-owned "rossiya-1" TV channel, which strengthens his presence in the media space.
In addition, Vasiliev actively positions himself as an expert in the field of disinformation, participating in conferences and public events where he systematically promotes kremlin narratives. In 2025, he became the chief expert of the newly created Global Fact-Checking Association (GFCN), which was founded with the participation of Dialogue and the TASS news agency. The association's activities are limited to the dissemination of pro-russian "analytical" materials under the guise of fact-checking.

In particular, Readovka systematically publishes materials that justify the actions of the russian military, devalue Ukraine's position and discredit the Armed Forces of Ukraine.
Readovka is part of the ecosystem of the pro-kremlin "Dialogue" Center, which is overseen by the russian presidential administration.
The holding also includes the Ready communication agency, a network of regional projects under the "Main in the City" brand, the "Readovka Helps" charity foundation, and the "24 New russian Brand" clothing brand.
The media holding provides extensive media coverage of military events exclusively from a pro-kremlin perspective, contributing to the formation of a distorted perception among the russian audience.
Among the main activities of the charitable foundation "Readovka helps" are assistance in the integration of new regions into the russian federation and assistance to military personnel in the so-called "SMO" zone.
The clothing brand "24 New russian Brand" is an ideological propaganda project that promotes the ideas of patriotism, russian culture and military traditions, including in the TOT of Ukraine.
As part of his activities, Kostylev regularly participated in public events that are propagandistic in nature and aimed at supporting the kremlin's official position on the war against Ukraine.

He is the author of the program "Saturday Mardan" on the channel "Solovyov LIVE". In his broadcasts and publications, he openly calls for the armed destruction of the Ukrainian state, arguing that "the war against Ukraine can only be a war of destruction," "peace negotiations are impossible," and Ukraine should be "burned with red-hot iron." He publicly demanded the bombing of Ukrainian cities, in particular: "Bomb Kyiv! Bomb Kharkiv! Bomb Dnipropetrovs'k! Do not spare any ammunition!".
His statements contain direct calls for the murder of Ukrainian citizens. In particular, he stated: "The most important thing is to shoot those Ukrainian teachers who did not want to work according to the russian school curriculum". Klyuchenkov also publicly called for the destruction of the "priests of the cult of Ukrainianness" as "mad animals," justified drone attacks on civilians ("The main thing is that they fly and fall on the heads of the Khokhuls") and stated that "it would be calmer if Ukraine did not exist at all". In his rhetoric, he explicitly declared genocidal intentions: "We would like to see their corpses. It would reconcile us a little bit with reality".
Klyuchenkov also justifies the occupation of Ukrainian territories, in particular, he publicly states: "Crimea is russian, it can't be otherwise," and calls Kupyansk a "russian city," where, according to him, "it was about the liberation of russian territory." His propaganda materials form an image of Ukraine as a hostile and illegitimate state that should be completely destroyed, and its population should be subjugated and demoralized.
In 2024, the Security Service of Ukraine notified Klyuchenkov of suspicion of encroachment on the territorial integrity and inviolability of Ukraine, waging an aggressive war, and violating the laws and customs of war.

In his speeches and publications, Grigoriev regularly accuses Ukraine of "crimes against civilians," in particular in the Kursk region of russia, and of violating the Geneva Conventions relative to the treatment of prisoners of war. He spreads fake information about the alleged "atrocities" committed by the Ukrainian military in Mariupol and Sievierodonetsk, and promotes fictitious theses about the creation of "biological laboratories" on the territory of Ukraine.
He is the author of a number of publications that are clearly propagandistic in nature. In particular, in his books "Crimea: The Story of the Return" and "Ordinary Fascism: War Crimes of Ukrainian Security Forces (2014-2016)" he justifies the occupation of Crimea, supports the illegal armed groups of the so-called "DPR" and "LPR", and denies the participation of regular units of the russian armed forces in the war in eastern Ukraine.
