Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

The tanker, during the period of the oil embargo and the price cap policy on russian crude oil / petroleum products, is involved in the export of russian petroleum products to third countries.
In particular, in January 2025, the tanker exported russian petroleum products from the port of Vysotsk to a third country in the interests of PJSC "Lukoil". In April 2025, the vessel exported russian petroleum products from the port of Ust-Luga to Venezuela. In October 2025, the tanker exported russian petroleum products from the port of Ust-Luga to India. In December 2025, the vessel exported russian petroleum products from the port of Primorsk to Brazil.
The tanker is affiliated with the Turkish company Beks Tanker Isletmeciligi AS, which managed the vessel from December 2023 to March 2024. Beks Tanker Isletmeciligi AS is one of the top three Turkish operators that transported hundreds of millions of barrels of russian crude oil and petroleum products in 2023.
In March 2024, management of the tanker was transferred to the Turkish company Sand Gemi Isletmeciligi AS. Sand Gemi Isletmeciligi AS shares the same legal address as two other Turkish ship managers, Cape Gemi Isletmeciligi AS and Tokyo Gemi Isletmeciligi AS. Eight tankers belonging to these companies were managed by Beks Tanker Isletmeciligi AS in 2023 and early 2024, and one by the sanctioned Beks Gemi Isletmeciligi ve Tic. Sand Gemi Isletmeciligi AS is associated with the management of oil tankers, which are considered as part of the russian shadow fleet and to which western sanctions were applied for the transportation of crude oil/petroleum products of russian origin from russia to third countries.
On December 13, 2025, Ukraine imposed sanctions on the vessel.

In March 2026, the tanker exported over 925,000 barrels of petroleum products from the port of Taman to Singapore and Malaysia, where part of the cargo (over 132,000 barrels) was transferred via STS to tanker IMO 9237620 in the Pelepas area. The seller of the russian wet cargo was Redwood Global Supply FZ-LLC (UAE), which was sanctioned by the UK on December 18, 2025, for activities in the energy sector of the russian economy. Redwood Global Supply FZ-LLC is the largest exporter of russian crude oil within the shadow network of russian oil traders—the "2Rivers Group" (Coral Energy). Key roles in this network are played by several azerbaijani traders: Tahir Garayev, Etibar Eyyub, Talat Safarov, and Ahmed Kerimov.
In October 2025, a tanker shipped more than 132,000 metric tons of Urals crude oil from the port of Ust-Luga to the Indian port of Vadinar for export.
On December 13, 2025, Ukraine imposed sanctions on the tanker.
On February 21, 2026, Ukraine imposed sanctions on the master of the vessel.

The vessel is involved in the oil sector of the russian federation’s economy, the profits from which are one of the most important sources of revenue for the aggressor state’s budget.
On February 12, 2026, Ukraine imposed sanctions on the tanker as part of restrictions targeting the russian shadow fleet.

According to available information, in May and July 2026, the tanker transported more than 165,000 metric tons of russian crude oil from Primorsk and Novorossiysk to India.
Starting in August 2026, there were changes in the vessel’s management. Since August 2026, the tanker has been owned and/or managed by companies incorporated in countries outside the G7+ coalition. Specifically, technical management of the tanker was transferred to Zeythra Group LLC-FZ (UAE). As of September 2026, Zeythra Group LLC-FZ manages the group of oil tankers involved in the export of russian crude/petroleum products sanctioned by Ukraine.
