It is known that in 2017 the mentioned person received 1 permit, also in 2022 1 permit from the Ministry of Culture of the russian federation for illegal archaeological works on the territory of the temporarily occupied peninsula of Crimea. A person holding the position of Deputy Minister of Culture of the Russian Federation issued permits for archaeological works (open letters) on the territory of the temporarily occupied Crimean peninsula. It is known that in 2016 the mentioned person received 1 permit from the Ministry of Culture of the russian federation for illegal archaeological works on the territory of the temporarily occupied peninsula of Crimea. The person participated in the excavations: "Kurgan Korolevo 2", "Kurgan burial ground Leninskoye 7", "Kurgan burial ground Leninskoye 8".

As Deputy Minister of Culture of the russian federation from 2014 to 2019 he provided financial and programme support to projects aimed at illegal excavations on the territory of the temporarily occupied Crimean peninsula.

The director of the Federal State Budgetary Institution of Science of the russian federation "Institute of Archeology of the RAS", which organises illegal archaeological excavations and provides financial support to numerous archaeological expeditions on the territory of the temporarily occupied Crimean peninsula.
It is known that from 2014 to 2023, the staff of the IA RAS on behalf of this organisation received more than 101 permits for archaeological work on the territory of the temporarily occupied Crimean peninsula. With the organisational and financial support of Makarov M.A., the Institute"s staff annually conducts a number of episodes of illegal archaeological work.
In particular, due to the activities of the so-called "New Construction Archaeological Expedition of the IA RAS" in 2017-2019, more than a hundred archaeological sites were destroyed or damaged during the construction of the so-called "Taurida Highway".

It is known that from 2014 to 2016, the above person received 22 permits from the Ministry of Culture of the russian federation for illegal archaeological works on the territory of the temporarily occupied peninsula of Crimea.
