Since 11.07.2018, he has been the Head of the Department for State Protection of Cultural Heritage of the Ministry of Culture of the russian federation. In accordance with his official duties, Rybalo reviews all requests received by the Ministry of Culture of the russian federation regarding the receipt of open letters for archaeological work in accordance with the provisions of russian law. Rybalo is responsible for communication and coordination with the Institute of Archaeology of the russian Academy of Sciences (IA RAS) to verify the feasibility of the archaeological works stated in the submitted requests and the qualifications of the requesting person to carry out the requested works. From 11.07.2018 to September 2024, Rybalo processed, prepared the relevant decrees for the provision of open letters and submitted them for signature in response to 858 requests for archaeological work in the occupied territories of Ukraine.
