To achieve this, the aggressor conducts archaeological excavations in the temporarily occupied territories of Ukraine, steals cultural heritage objects from museums, and appropriates Ukrainian culture.

Head of the so-called "State Committee for Archives of the Republic of Crimea" Head of the so-called 'State Archival Service of the Republic of Crimea'
As the head of the so-called ‘State Committee for Archives of the Republic of Crimea’, he takes measures aimed at legitimising the occupation of Ukrainian territories by the russian federation and subordinating Ukrainian archives from the temporarily occupied Crimea to the russian archival infrastructure.
In February 2025, Lobov took part in a radio broadcast of the occupation authorities' propaganda broadcaster Radio Crimea, where he spoke about events dedicated to the "80th anniversary of the victory in the Great Patriotic War". During the broadcast, he stated that the archives of Crimea ‘preserve memories, photographs and documents related to the Crimean Spring, which will eventually become important historical sources’, which is an attempt to distort history and spread false information.
In January 2025, Lobov took part in an event dedicated to the ‘Year of the Defender of the Fatherland’ in accordance with the presidential decree of 16.01.2025 No. 28. The event was held at the Mykola Sava Azov Gymnasium. During his speech, Lobov noted that he was cooperating with the so-called ‘Fatherland Defence Fund’ in ‘the direction of forming funds of personal origin of the participants of the AFO’.
In December 2024, he took part in a meeting of the public coordination council, where among the issues discussed was ‘the preparation of Russian citizens for military service’ and that it ‘remains a priority of state policy’ and ‘special attention was paid to the issues of military-patriotic education of young people’.
Under the leadership of Lobov, propaganda exhibitions ‘Crimea in the History of russia’ are regularly held in the territory of the temporarily occupied of the AR of Crimea. As stated on the website of the occupation authorities of Yevpatoria, the exhibition ‘tells about the common history of Crimea and russia, starting from the period of the Crimean Khanate and ending with the events of March 2014’.
Also, the official page of the so-called ‘State Committee for Archives of the Republic of Crimea’, headed by Lobov, on the Russian social network ‘Odnoklassniki’, regularly publishes posts about contract service in the ‘russian army’.
Since 2014, he has been a member of the so-called ‘Public Coordination Council for Patriotic Education under the Head of the Republic of Crimea’, which is engaged in the imposition of Russian propaganda on the territory of the temporarily occupied Autonomous Republic of Crimea.

As the Director of the Museum of the Order of Friendship of Peoples "Young Guard", she conducts activities aimed at legitimizing the russian occupation of Ukrainian territories through the implementation of federal cultural and educational projects.
In February 2025, Nikolayenko took part in the program "Morning of Donbas" on the occupation authorities' TV channel "Luhansk 24", which broadcasts in the occupied territory of Luhansk region. Among other things, on the program, Nikolayenko noted that the accession of the temporarily occupied territories of Luhansk region to russia "is a holiday, a return to your homeland."
In 2024, Nikolayenko received a medal "For Merit" of the first degree from the so-called "Ministry of Culture of the luhansk people's republic" for "significant personal contribution to the spiritual and moral education of the younger generation, as well as in connection with the celebration of the day of the luhansk people's republic."
At the end of 2024, she took part in the republican forum "Young Guard" in the temporarily occupied Berdiansk. The forum was organized by the Ministry of Youth Policy of the so-called "luhansk people's republic", the state budgetary institution of the so-called "luhansk people's republic" "House of Youth" and the Federal Agency for Youth Affairs. During an interview at the forum, Nikolayenko stated that "now the members of the ‘SVO’ are showing heroism like their great-grandfathers."
In June 2023, Nikolayenko took part in the all-russian forum "Museum Routes of russia" together with more than 40 representatives of museums of the temporarily occupied territory of Ukraine.

As the director of the All-russian Museum of History and Ethnography, she promotes the integration of museums located in the temporarily occupied territories of Ukraine into the russian cultural space.
Under Zhukova's leadership, the Museum of History and Ethnography implements the federal curation programme of the Ministry of Culture of the russian federation, which provides material, organisational and methodological support to cultural institutions in the so-called "new regions" - the Chornukhino Folk Museum of Local Lore named after G.I. Ivashchenko and the Perevalsk District Historical Museum in the temporarily occupied Luhansk region.
In December 2023, a delegation of the All-Ukrainian Institute of Educational and Cultural Affairs headed by Zhukova, following a working visit to the temporarily occupied Perevalsk and Chornukhyne, decided to open Children's Cultural and Educational Centres on the basis of the Chornukhyne H.I. Ivashchenko Folk Museum and the Perevalsk District Historical Museum.
In November 2024, a delegation of the Museum of History and Ethnography, led by Zhukova, visited the Chornukhy Museum again, where they presented a propaganda exhibition "Unity through the Ages". As noted on the Museum of History and Ethnography website, the exhibition "aims to show the inextricable historical connection between Donbas and russia".
In October 2024, in connection with the so-called "anniversary of the accession of new regions", the Museum of History and Ethnography website published Zhukova's address in which she stated that "Donbas, Zaporizhzhia, Kherson have always been russian lands, we have a common history, common traditions, common spiritual values".

As the director of the Polytechnic Museum, he cooperates with the occupation authorities in the temporarily occupied territories of Ukraine, promotes the legitimisation of russia's occupation of Ukrainian territories and the integration of Ukrainian museums located in the temporarily occupied territories of Ukraine into the russian cultural space through the implementation of federal cultural and educational projects.
In particular, the Polytechnic Museum, under the leadership of Kozhanov, as part of the programme of the Ministry of Culture of the russian federation to create children's centres on the basis of museums in the so-called "new regions", has organised the creation of three children's centres in museums in the temporarily occupied Donetsk region: the Donetsk Republican Museum of Local Lore, the Donetsk Republican Museum of Art and the Makiivka Museum of Art and Local Lore.
In November 2023, Kozhanov personally participated in the opening of the first project under the programme - a children's centre in the Makiivka Museum of Local Lore, which is officially run and resourced by the Polytechnic Museum, where he stated the importance of opening children's research and educational centres not only for the so-called "DNR" but also for the whole of russia.
The Polytechnic Museum also opened a children's centre on 18 April 2024 at the Donetsk Art Museum and on 2 October 2024 at the P. Angelina Memorial Museum in the village of Starobeshevo.
