OSINTSEV Vladimir Gennadyevich

In his position as Deputy Minister of Culture of the russian federation, Osintsev issues permits (open letters) for archaeological work. On the basis of these open letters, employees of institutions controlled by the russian federation carried out a number of episodes of illegal archaeological work on the territory of the Crimean peninsula and the city of Sevastopol. In 2021, Osintsev submitted an open letter to Solovyov, who is the head of the "Antique New Construction Archaeological Expedition of the Institute of Historical and Cultural Research of the russian Academy of Sciences", to conduct archaeological excavations for the purpose of construction on the territory of the UNESCO site "Chersonesos Tavriya and its Chora" in 2021-2023.
