Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

  • to sanction the vessels on the list below, as well as all related companies and individuals (owners, operators, managers, executives, senior crew members)
  • to prohibit the entry of such vessels into ports, territorial waters, EEZs and international straits, and the sale of spare parts for them
 
  • to increase and ensure compliance with environmental and safety requirements for tankers entering territorial waters, EEZs and international straits
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services

The tanker, during the period of the oil embargo and price cap policy on russian crude oil/petroleum products, is involved in the oil sector of the russian economy. The vessel belongs to the fleet of the greek company Stealth Maritime Corp SA.
In April and November 2024 the tanker transported 730,000 barrels of russian crude oil and almost 200,000 barrels of russian petroleum products from the port of Ust-Luga to India in the interests of PJSC Oil Company Rosneft. In March 2025 the tanker transported russian petroleum products from the russian port of Ust-Luga to Singapore in the interests of PJSC Surgutneftegaz. In July 2025 the vessel transported petroleum products of russian origin from the russian port of Tuapse to Saudi Arabia in the interests of PJSC NK Rosneft. In October 2025 the vessel ensured the maritime export of russian Urals crude oil from the Sheskharis terminal in the port of Novorossiysk to India. In December 2025 the tanker ensured the maritime export of russian petroleum products in the interests of PJSC Lukoil from the port of Vysotsk to Singapore.
PJSC Oil Company Rosneft, PJSC Surgutneftegaz, and PJSC Lukoil are subject to Ukrainian sanctions.
On December 13, 2026, Ukraine imposed sanctions on the tanker.
On February 21, 2026, Ukraine imposed sanctions on the master of the vessel.

The tanker, during the period of the oil embargo and the price cap policy on russian crude oil and petroleum products, is involved in the export of russian crude oil and petroleum products from russian ports on the Baltic and Black Seas and in the Pacific region to third countries.
In particular, in April 2025, the vessel exported russian petroleum products from the russian port of Ust-Luga to Indonesia (the port of Karimun) in the interests of PJSC "Surgutneftegaz."
In May 2025, the tanker exported russian ESPO crude oil from the russian port of Kozmino to the PRC in the interests of PJSC "Surgutneftegaz" and PJSC Oil Company "Rosneft."
In June 2025, the vessel exported russian ESPO crude oil from the port of Kozmino to India in the interests of PJSC "Surgutneftegaz", in July 2025 – in the interests of PJSC Oil Company "Rosneft".
In September 2025, the tanker exported russian Urals crude oil to the PRC from the port of Ust-Luga in the interests of PJSC Oil Company "Rosneft".
In December 2025, the vessel exported russian ESPO crude oil to India from the port of Kozmino.
In February 2026, the tanker exported russian Urals crude to Turkey from the port of Primorsk in the interests of Redwood Global Supply FZ-LLC (UAE), which was sanctioned by the United Kingdom on December 18, 2025, for activities in the energy sector of the russian economy. Redwood Global Supply FZ-LLC is the largest exporter of russian crude oil within the shadow network of russian oil traders—the "2Rivers Group" (Coral Energy). Key roles in this network are played by several azerbaijani traders: Tahir Garayev, Etibar Eyyub, Talat Safarov, and Ahmed Kerimov.
The tanker belongs to the fleet of the Greek shipping company Alberta Shipmanagement Ltd, founded in 2019.
On February 12, 2026, Ukraine imposed sanctions on the vessel.

According to available information, in May and July 2026, the tanker transported more than 165,000 metric tons of russian crude oil from Primorsk and Novorossiysk to India.
Starting in August 2026, there were changes in the vessel’s management. Since August 2026, the tanker has been owned and/or managed by companies incorporated in countries outside the G7+ coalition. Specifically, technical management of the tanker was transferred to Zeythra Group LLC-FZ (UAE). As of September 2026, Zeythra Group LLC-FZ manages the group of oil tankers involved in the export of russian crude/petroleum products sanctioned by Ukraine.
