Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

The tanker is involved in the transportation of oil products on behalf of Sepehr Energy Jahan Nama Pars Company (Sepehr Energy, under USA sanctions), controlled by the General Staff of the Iranian Armed Forces, for the network of sanctioned financial official Houthi Saeed al-Jamal, which has provided tens of millions of dollars in illicit oil revenues to support the financing of Houthi attacks on commercial shipping in the Red Sea. At the same time, the tanker is affiliated with Gemini Marine Limited (under USA sanctions).
On October 02, 2024, USA sanctions were imposed on the vessel as a property in which Gemini Marine Limited has an interest.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.
In order to circumvent sanctions, the tanker manipulates its identifying information, including its name, IMO number, and flag state. Since February 2025, the tanker has been using the name "Glistar" and transmitting an MMSI associated with Guyana; IMO number 1107697, which belongs to a tugboat, while in the AIS system the IMO number was linked to a tanker named Tiko; later, it used the name Homya with IMO number 1107697, but this time flying the Tanzanian flag.

The shadow fleet of russia continues to generate multibillion-dollar revenues for the kremlin bypassing sanctions, disguising its activities under the flags of third countries, using complex schemes to conceal owners, and poses significant environmental threats with significant economic costs to coastal countries and/or the international community due to the outdated and inadequate insurance of shadow fleet tankers.
On January 10, 2025, USA imposed sanctions on the vessel.
On May 20, 2025, the United Kingdom imposed sanctions on the tanker as part of the restrictions on the shadow fleet of the russian federation, including for engaging in activities aimed at destabilizing Ukraine, undermining/threatening the territorial integrity, sovereignty or independence of Ukraine or benefiting from or supporting the government of russia, and participating in the transportation of crude oil/petroleum products of russian origin, in particular, from russia to a third country.
On May 20, 2025, the EU imposed sanctions, which enter into force on May 21, 2025, on the tanker for the transportation of crude oil/petroleum products originating in or exported from russia, using irregular high-risk shipping practices as specified in the International Maritime Organization General Assembly Resolution A.1192(33).
On June 03, 2025, the sanctions imposed by Switzerland on the vessel came into force.
Since October 30, 2025, New Zealand has imposed sanctions on the tanker.

On July 30, 2025, USA imposed sanctions on the tanker as the property of the sanctioned shipping company Kylo Shipping Inc. which is involved in providing material assistance, financial, material, technological support, goods or services to the sanctioned Mohammad Hossein Shamkhani.
Mohammad Hossein Shamkhani is the son of Ali Shamkhani, the Chief Political Advisor to the Supreme Leader of Iran.
Mohammad Hossein Shamkhani uses corruption through his father's political influence at the highest levels of the Iranian regime to build and operate a huge fleet of tankers and container ships. This network transports oil and petroleum products from Iran and russia, as well as other cargoes, to buyers around the world, generating tens of billions of dollars in profits.
The Mohammad Hossein Shamkhani network consists of a huge fleet of ships, ship management firms and front companies that launder billions of dollars in profits from global sales of Iranian and Russian crude oil and petroleum products, most often to buyers in China. The network has taken significant steps to disguise its operations and obfuscate its ties to the Shamkhani family, Iran, and russia.

Since November 2023, the tanker has been involved in the export of russian crude oil mainly to China, India, including the EU, in violation of the G7 and EU oil embargo on russian oil. Oil exports from russia are the most important source of income for the regime of the aggressor country to finance the war against Ukraine. From February 2022 to November 22, 2024, russia earned almost 546 billion euros in oil export revenues (69% of all fossil fuel export revenues). In 2023, about a third of all tax revenues in russia came from the sale of oil and gas. The tax on oil production collected by the russian federation in 2023 amounted to 8.9 trillion rubles, or 31% of total federal revenues. According to the CREA data for October 2024, russia's revenues from crude oil exported by sea amounted to 210 million euros per day, 83% of the total volume of russian marine crude oil was transported by shadow tankers, while tankers owned or insured in countries that impose price restrictions accounted for 17% of the total value of russian oil exported in October.

In order to circumvent sanctions, the tanker has been manipulating its identifying information, including its name, IMO number, and flag state. Since April 2025, the vessel has not used its actual IMO number but twice changed its IMO numbers while operating under the name "Birt Young." From April through May 2025, the vessel used the IMO number belonging to the tanker Oceania (IMO 9233313), which was scrapped in August 2021, while simultaneously transmitting an MMSI number associated with the Guyana flag registry. The IMO’s GISIS database indicates that the vessel Birth Young was fraudulently sailing under the Guyana flag. In mid-May, the Birth Young abandoned the IMO number of the vessel Oceania and began using the IMO number that previously belonged to the Aframax River (IMO 9259173).

The vessel is involved in the transportation of Iranian crude oil/petroleum products. Many tankers involved in transporting Iranian oil to countries such as China are also involved in Venezuelan trade, including tanker IMO 9213313. On June 11, 2022, Venezuelan leader Nicolás Maduro and former Iranian President Ebrahim Raisi signed a 20-year cooperation agreement to expand ties in the oil and petrochemical industries, as well as in the military and economic spheres. Since then, bilateral ties have begun to develop. Most cargo is transported by ships belonging to the sanctioned National Iranian Tanker Company (NITC) in both directions. A significant number of ships flying under foreign (non-Iranian) flags are also involved in this trade.
Since June 2023, the tanker has also been involved in the transportation of russian crude oil/petroleum products. Since the full-scale russian invasion into Ukraine in February 2022, more than 100 vessels that previously helped Iran export Iranian crude oil are now assisting russia in transporting russian oil/petroleum products.
From April 2023 to January 2024, the tanker was affiliated with the Chinese company Runfeng Shipmanagement Co Ltd, the fleet of which, as of April 23, 2025, includes one sanctioned vessel IMO 9174220, involved in the transportation of iranian oil to numerous refineries in China, STS transshipment with a vessel of the sanctioned National Iranian Tanker Company (NITC) near Singapore to transport tens of thousands of metric tons of Iranian crude oil.

Sepehr Energy Jahan Nama Pars Company controls a network of front companies in Iran and other jurisdictions through which Iranian goods are sold in favor of the Ministry of Defense and Logistics of the Armed Forces of Iran (MODAFL) and the Iranian Armed Forces General Staff (AFGS).
Since December 16, 2024, the EU has imposed sanctions on the tanker for the transportation of crude oil or petroleum products originating in or exported from russia, using irregular high-risk shipping practices as set out in the International Maritime Organization General Assembly Resolution A.1192(33).
