The tanker, during the period of the oil embargo and the price cap policy on russian crude oil and petroleum products, was involved in the export of russian crude oil and petroleum products from russian Black Sea ports in 2023.
The tanker is affiliated with the sanctioned company Hennesea Holdings Limited (UAE), founded in late 2022.
Shortly before the price cap policy took effect, Hennesea Holdings Limited acquired old tankers that were used to transport russian crude oil and petroleum products under sanctions.
In January 2024, the United States imposed sanctions on vessels affiliated with beneficiaries of the sanctioned shipping company Hennesea Holdings Limited (UAE), which is involved in the maritime sector of the russian economy.
As of July 2025, the vessel had been anchored for an extended period near the port of Said (Egypt).
On September 12, 2025, the United Kingdom imposed sanctions on the vessel.
In November 2025, Canada imposed sanctions on the vessel.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.
On September 24, 2026, Australia imposed sanctions on the vessel.

During the period of the oil embargo and the G7+ countries’ price cap policy on russian crude oil and petroleum products, the tanker has been used since October 2025 to export russian crude oil and petroleum products from russian ports on the Baltic and Black Seas to India, China, Turkey, and other third countries.
On August 6, 2026, the United Kingdom imposed sanctions on the tanker.
On September 13, 2026, Ukraine imposed sanctions on the vessel.

The tanker, during the period of the G7+ oil embargo and the price cap policy on russian crude oil and petroleum products, is involved in the export of russian crude oil from russian Black Sea ports, particularly to India.
In February and May 2026, the tanker exported nearly 2 million barrels of Urals crude from the Sheshkharis terminal in the port of Novorossiysk to India.
The tanker belongs to the fleet of Cymare Navigation FZC (UAE). This company is linked through a group of tankers to the Cypriot company with a similar name — Cymare Shipmanagement Ltd (IMO 5883981, HE 309832). Cymare Shipmanagement Ltd is managed by: Andrei Hudzasvili (citizen of the Republic of Estonia) – director; Nikolay Spichenok (citizen of the United Kingdom) – director; Victoria Orlova Papaduri (citizen of the Republic of Cyprus) – serves as both director and secretary. A. Hudzasvili and N. Spichenok are also directors of the affiliated Cypriot company Cymare Crew Ltd (ΗΕ 359400). In addition, N. Spichenok is a director of Peremoga Investment Ltd (ΗΕ 300440) and a director of SCF Management Services (Cyprus) Ltd (HE 42739). From 2012 to 2015, N. Spichenok held the position of director of the technical fleet management department of the sanctioned company PJSC Sovcomflot. Sovcomflot PJSC is russia's largest state-owned shipping company providing services for offshore hydrocarbon production and transportation of russian oil, petroleum products, and liquefied gas. The main charterers of Sovcomflot PJSC vessels are russia's largest oil and gas companies and traders. Sovcomflot PJSC participates in the servicing of major oil and gas projects in russia: Sakhalin-1, Sakhalin-2, Varandey, Prirazlomnoye, Novy Port, Yamal LNG, and others.

The tanker is linked to sanctioned companies Fractal Marine DMCC (UAE), Wanta Shipping LLC-FZ (UAE), which managed the vessel in 2022-2024. Fractal Marine DMCC (UAE), Wanta Shipping LLC-FZ (UAE) are the part of the vast shipping empire of Iranian oil magnate and major arms supplier to russia Mohammad Hossein Shamkhani, son of Ali Shamkhani, former minister of defense of Iran and chief political advisor to Iran's supreme leader Ali Khamenei.
Since May 21 and June 3, 2025, the EU and Switzerland, respectively, have imposed sanctions on the vessel for transporting crude oil/petroleum products originating in or exported from rRussia, using irregular shipping practices with a high degree of risk, as specified in Resolution A.1192(33) of the General Assembly of the International Maritime Organization.
On July 21, 2025, the United Kingdom imposed sanctions on the vessel.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.
On February 19, 2026, Canada imposed sanctions on the vessel.
On July 29, 2026, the United States imposed sanctions on a tanker for transporting Iranian crude oil.

During the period when the G7+ oil embargo and the price cap policy on russian oil and petroleum products are in effect, the tanker is involved in the export of russian oil and petroleum products.
The vessel is also involved in transporting Iranian and Venezuelan oil.
On January 9, 2026, the US imposed sanctions on tankers for transporting Venezuelan oil / petroleum products.
Since July 24, 2026, the EU has imposed sanctions on the vessel for transporting crude oil, petroleum products, or mineral products originating in or exported from russia, and for practicing irregular and high-risk shipping practices as set out in the International Maritime Organisation General Assembly resolution A.1192(33).
