Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

Actions to be taken:
  • to sanction the vessels on the list below, as well as all related companies and individuals (owners, operators, managers, executives, senior crew members)
  • to prohibit the entry of such vessels into ports, territorial waters, EEZs and international straits, and the sale of spare parts for them
 
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services
  • to involve financial and specialized institutions in the gathering of evidence, to publish the results of investigations, and to apply real penalties, including significant fines

It is involved in the transportation of weapons (ammunition) from the DPRK to russia for use in the war against Ukraine. In particular, the vessel is involved in the transportation of containers with North Korean ammunition from the North Korean port of Najin (Rajin) to russian ports ( Dunay, Vostochny), which are then transported to western russia by rail for use in the war against Ukraine. The vessel is owned by the sanctioned russian shipping company M Leasing LLC. In May 2022, USA imposed sanctions on the company's vessels, including Angara, that transported weapons. In June 2024, EU imposed sanctions on the vessel in connection with the transportation of goods and technologies used in the defense and security sector of russia to wage war in Ukraine. In July 2024, UK imposed sanctions on a vessel in connection with the transportation of military cargo from a third country to russia or to territories not controlled by the government of Ukraine. On October 17, 2024, Switzerland imposed sanctions on the vessel in connection with the transportation of goods and technologies used in the defense and security sector, as well as for use in russia or for the war in Ukraine. Also, on April 2, 2024, the Republic of Korea imposed sanctions on the vessel for transporting weapons to russia and the DPRK in violation of UN Security Council sanctions. On February 21, 2025, Canada imposed sanctions on the vessel.

The vessel has been involved in the military logistics network of the russian federation, including multiple deliveries of military equipment and ammunition from the Democratic People’s Republic of Korea (DPRK) to russia, conducted with its Automatic Identification System (AIS) disabled. The vessel is operated by the designated russian shipping company JSC Sovfracht (АО "Совфрахт"), which provides logistical support to the russian ministry of defence and functions as a key node in the military transport network of russian cargo vessels delivering North Korean weaponry from Pyongyang to military facilities in the russian port of Danube. Ammunition delivered by the company’s vessels has been transported to weapons depots on russia’s western border for use in the war against Ukraine. The vessel’s previous manager was the designated russian company LLC Shipping Company Asia (ООО "Судоходная компания Азия"), a cargo carrier for the russian ministry of defence. In December 2023, the United States imposed sanctions on the vessel as part of a group of commercial vessels that had delivered significant quantities of military equipment and ammunition supplied by the DPRK to russia. In June 2024, the European Union imposed sanctions on the vessel in connection with the transportation of goods and technology used by russia’s defence and security sector to wage war against Ukraine. On 17 October 2024, Switzerland imposed sanctions on the vessel in connection with the transportation to and from russia of goods and technology used in the defence and security sector, as well as for use in russia or in its war against Ukraine. In June 2025, Canada imposed sanctions on the vessel.
