Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

Actions to be taken:
  • to sanction the vessels on the list below, as well as all related companies and individuals (owners, operators, managers, executives, senior crew members)
  • to prohibit the entry of such vessels into ports, territorial waters, EEZs and international straits, and the sale of spare parts for them
 
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services
  • to involve financial and specialized institutions in the gathering of evidence, to publish the results of investigations, and to apply real penalties, including significant fines

It is involved in the transportation of weapons (ammunition) from the DPRK and South Africa to russia. The vessel is certified by the russian Maritime Register of Shipping. Until December 2024, the vessel was owned and operated by the sanctioned russian shipping company MG-Flot LLC (formerly Transmorflot LLC), associated with the Astrakhan businessman Jamaldin Emirmagomedovich Pashayev, who built his business around the russian commercial port of Olya in the Astrakhan region. At the stage of creation and construction, the port was proposed as the main logistics hub of the North-South international transport corridor, the key purpose of which was trade with sanctioned Iran. The creation and construction of the port was overseen and controlled by former russian Prime Minister Mikhail Fradkov. Since December 2024, the vessel has been owned and operated by the russian sanctioned shipping company JSC Sovfracht, which provides logistical support to the russian Ministry of defense. In May 2022, USA imposed sanctions on Transmorflot LLC and the company's vessels involved in the transportation of weapons for russia. In June-July 2024, EU and UK also imposed sanctions on the vessel. On October 17, 2024, Switzerland imposed sanctions on the vessel in connection with the transportation of goods and technologies used in the defense and security sector, as well as for use in russia or for the war in Ukraine. Also, on April 2, 2024, the Republic of Korea imposed sanctions on the vessel for transporting weapons to russia and the DPRK in violation of UN Security Council sanctions. On February 21, 2025, Canada imposed sanctions on the vessel.

The vessel is certified by the Russian Maritime Register of Shipping. It is owned by the sanctioned russian maritime shipping company MG-Flot LLC (previous name Transmorflot LLC). The vessel is designated for transportation of general, bulk and timber cargoes (project № 19611), is involved in the transportation of goods from Iran for the needs of the ministry of defense and the armed forces of the russian federation. It is owned by the sanctioned russian maritime shipping company MG-Flot LLC (previous name Transmorflot LLC). MG-Flot LLC is linked to Astrakhan businessman Pashayev Jamaldin Emirmagomedovich, who built his business around the commercial port of Olya in the Astrakhan region. It can transport any kind of lumber, "20" and "40" containers, grain, general cargo (IMO classes 2-9). It is involved in the supply of goods to the russian army, as well as the supply of military vehicles from russia to Syria. The vessel is involved in the theft of Ukrainian grain from the TOT of Crimea (Ukraine) and calls at ports in the temporarily occupied territory of Ukraine with the AIS onboard station signals switched off. In particular, in June 2023, the vessel transported Ukrainian grain from the port of Feodosia (TOT Crimea), In January 2014, the ship entered the temporarily occupied Sevastopol (Komyshova Bay) to load grain. The vessel is owned and operated by the sanctioned russian shipping company OJSC Northern shipping company, which is affiliated with the russian ministry of defence, in particular, it provides services under state defence contracts for the transportation of goods in the interests of the russian ministry of defence. It is one of the largest shipping companies in north-west russia, engaged in shipping worldwide, including along the Northern Sea Route. The company's fleet consists of versatile dry bulk carriers that transport all types of cargo, including radioactive and dangerous goods. It comprises 30 vessels for various purposes: 18 vessels of the transport fleet, 7 of the dredging fleet and 5 of the auxiliary fleet. The company carries out sea liner, tram, multimodal transport, cargo delivery to unequipped shores, towing of various objects, technical management (repair, supply, shipping and warehousing services), provides crew training, corrects nautical charts, and provides mixed (river-sea) navigation vessels with inland waterway charts. In May 2022, USA imposed sanctions on the russian OJSC Northern shipping company and 27 of its vessels, including the vessel "Inzhener Trubin", due to the fact that the company's vessels are involved in the military logistics sector of the russian federation, transporting tanks and other military equipment for the russian armed forces. Despite the sanctions, the Turkish company Denkar vessel Construction Incorporated Company provided repair services to the russian OJSC Northern shipping company for three sanctioned vessels - "Inzhener Trubin", "Inzhener Veshnyakov" and "Kapitan Kokovin". In September 2023, the Turkish company was subject to US sanctions restrictions for such actions.

The vessel is engaged in transportation of ammunition, Shahed 136/131 UAVs (parts, components, materials) from Iran to russia via the Caspian Sea with the AIS disabled. From Tehran, the drones are delivered to the Iranian port of Amirabad, from where they are vesselped to Makhachkala by sea, then transported by aircraft and land to launching sites near the borders of Ukraine - Seshcha in the north, in Bryansk region, and Primorsko-Akhtarsk in the south, in Krasnodar region. There is a practice of incorrectly displaying the vessel's workload, and on some voyages it is impossible to establish the place of loading/unloading. The vessel has a practice of switching off its AIS near the port, which results in no record of port calls. The vessel is owned by the sanctioned russian shipping company Dalir LLC, which is based in Astrakhan, operates in the Caspian Sea, and transports military cargo for delivery to the Iranian military on behalf of the sanctioned russian company Rosoboronexport JSC, the only russian state intermediary agency for the export and import of the entire range of military, defence and dual-use products, technologies and services. In February and September 2024, USA and the United Kingdom respectively imposed sanctions on the vessel. On February 21, 2025, Canada imposed sanctions on the vessel.
