Vessel information
The vessel is involved in the transportation of ammunition and Shahed-136/131-type unmanned aerial vehicles (UAVs) – including their parts, components, and materials – from Iran to russia via the Caspian Sea, while engaging in AIS (Automatic Identification System) dark activity.
From Tehran, the UAVs are transported to the Iranian port of Amirabad, from where they are shipped across the Caspian Sea to the port of Makhachkala (russia). From there, they are transported by air and land to UAV launch airfields located near the borders of Ukraine – Seshcha (Bryansk region) in the north and Primorsko-Akhtarsk (Krasnodar region) in the south.
The vessel engages in deceptive shipping practices, including manipulation or misreporting of cargo load data. On certain voyages, the loading and unloading ports could not be identified. AIS transmissions are regularly disabled near ports, resulting in unrecorded port calls.
The vessel is owned by the designated russian shipping company Dalir LLC (ООО "Далир"), based in Astrakhan and operating in the Caspian Sea. Dalir LLC has been involved in transporting military cargo for delivery to Iranian military recipients on behalf of the designated russian entity Rosoboronexport JSC (АО "Рособоронэкспорт"), the sole state intermediary agency responsible for the export and import of the full range of military, defence, and dual-use goods, technologies, and services.
In February and September 2024, the United States and the United Kingdom, respectively, imposed sanctions on the vessel.
On 21 February 2025, Canada imposed sanctions as well.
