Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

  • to increase and ensure compliance with environmental and safety requirements for tankers entering territorial waters, EEZs and international straits
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services

The vessel is designed to transport and store liquefied natural gas.
Since 2021, it has been owned by the sanctioned russian company PJSC "Gazprom" and was purchased from the Belgian company Exmar Shipmanagement NV.
The tanker is used as a floating gas storage facility as part of the operations of the "Portovaya" LNG Production, Storage, and Loading Complex in the Leningrad Oblast of the russian federation (Portovaya LNG Complex). The operating company of the Portovaya LNG Complex—Gazprom LNG Portovaya LLC (TIN 7728173890, subject to sanctions by the U.S., Canada, the U.K., and Ukraine)—is a subsidiary of PJSC Gazprom.
The tanker was integrated into the Portovaya LNG Complex’s technological process, taking into account the challenging ice conditions in the Gulf of Finland. Prior to commencing operations as part of the Complex, the vessel underwent extensive retrofitting, including: hull reinforcement, installation of anti-icing systems, modernization of automated control systems, and installation of state-of-the-art systems for technical and commercial metering and gas quality analysis.
The floating storage loading system is designed to receive LNG from the onshore complex and simultaneously transfer it to other LNG carriers via a ship-to-ship (STS) transfer.
The tanker was moored at the process berth of the "Portovaya" LNG marine terminal on November 27, 2021. According to the design concept for the "Portovaya" LNG terminal, the floating storage vessel should remain moored at the operational berth for a period of 20 years.
However, on August 15, 2026, a tanker carrying a cargo of russian LNG departed from the port of Vysotsk on a coastal voyage to the port of Vladivostok, after which it proceeded to the port of Beihai (PRC) with its cargo of LNG.
On October 1, 2026, the United Kingdom imposed sanctions on the vessel.
