Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

Actions to be taken:
  • to sanction the vessels on the list below, as well as all related companies and individuals (owners, operators, managers, executives, senior crew members)
  • to prohibit the entry of such vessels into ports, territorial waters, EEZs and international straits, and the sale of spare parts for them
 
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services
  • to involve financial and specialized institutions in the gathering of evidence, to publish the results of investigations, and to apply real penalties, including significant fines

During the enforcement of the G7 and EU embargo and price cap on russian oil and petroleum products, the tanker PHOENIX CROWN has been actively engaged in the export of russian-origin oil and petroleum products, both directly from russian ports and via ship-to-ship (STS) transfers near European countries. The vessel has also engaged in deceptive shipping practices, including dark activity (AIS disabled) near russian ports in the Black Sea. In January 2023, PHOENIX CROWN transported over 29,000 metric tons of petroleum products from the russian port of Tuapse. The Tuapse production facility comprises a refinery and maritime terminal owned by the designated russian entity PJSC "NK "Rosneft" (ПАО "НК "Роснефть"). The consignor of the cargo was PJSC "NK "Rosneft", and the consignee was Bellatrix Energy Limited (Hong Kong), also a designated entity. In August 2024, the vessel completed another shipment of russian-origin oil and petroleum products from Tuapse to Turkey. The tanker has also participated in STS operations involving russian-origin oil and petroleum products near Greece. On 8 March 2025, while in the southern part of the Laconian Gulf, PHOENIX CROWN received russian-origin petroleum products via STS transfer from the tanker IMO 9692844, which had arrived from the russian port of Primorsk. The cargo was later discharged at the Petrol Ofisi Terminal in Iskenderun, Turkey. In March–April 2025, the vessel completed a voyage from the russian port of Novorossiysk to the port of Mundra, India.

During the enforcement of the G7 and EU embargoes and the price cap on russian oil and petroleum products, this tanker has been actively engaged in the export of russian-origin crude oil and petroleum products, primarily from russian ports in the Black Sea. Its operations have included deceptive and high-risk practices such as disabling Automatic Identification System (AIS) transponders, engaging in dark activities near russian ports, and conducting ship-to-ship (STS) transfers in the vicinity of Cyprus after departing from russian ports with tankers believed to be part of the russian shadow fleet. In February and April 2023, the tanker (IMO 9274666) was involved in the export of russian petroleum products – over 34,000 and 32,000 metric tons, respectively – from the russian port of Tuapse, home to a production facility comprising the Tuapse Oil Refinery and maritime terminal operated by the sanctioned PJSC "NK "Rosneft" (ПАО "НК "Роснефть"). The consignor of the cargo was the sanctioned russian entity PJSC "NK "Rosneft"; the recipients were Voliton DMCC and Guron Trading Limited, respectively. In March 2025, after departing from the port of Tuapse, the tanker conducted STS transfers in the vicinity of Cyprus with tankers IMO 9198290 and IMO 9424651, both of which are considered part of russia’s shadow fleet and have been under sanctions since May 2025. In June 2025, after arriving from the vicinity of Tuapse – where it had conducted dark operations – the tanker conducted another STS transfer near Cyprus with tanker IMO 9299159.

During the enforcement of the G7 and EU embargoes and the price cap on russian oil and petroleum products, this tanker has been actively engaged in the export of russian-origin crude oil and petroleum products from russian ports in both the Baltic and Black Seas. Its operations have included ship-to-ship (STS) transfers with other tankers near European coastlines. In December 2024, after departing from the russian port of Primorsk, OKYROE (IMO 9273088) conducted an STS transfer near Italy with IMO 9374416. Subsequently, IMO 9374416 performed another STS transfer with IMO 9290921, a tanker considered part of russia’s shadow fleet and sanctioned since May 2025. Tanker IMO 9374416 is known to make port calls to ports located in the temporarily occupied Crimean Peninsula of Ukraine. Notably, in May 2025, it called at the port of Kamysh-Burun (Crimea). In April 2023, OKYROE (IMO 9273088) was involved in the export of over 60,000 metric tons of russian petroleum products from the russian port of Tuapse, where a production facility – comprising the Tuapse Oil Refinery and maritime terminal – is operated by the sanctioned entity PJSC "NK "Rosneft" (ПАО "НК "Роснефть"). The consignor of the cargo was PJSC "NK "Rosneft" (sanctioned), and the recipient was Blackford Corporation Limited.
