On February 12, 2026, Ukraine imposed sanctions on the vessel.

The tanker was involved in the export of russian oil and petroleum products to third countries, including from russian ports in the Baltic Sea, during the G7 and EU oil embargo and the price cap policy on russian oil and petroleum products.
The vessel is affiliated with Algae Ship Charter FZCO (UAE), one of the many shipping companies that form part of the vast maritime empire controlled by Mohammad Hossein Shamkhani, son of Ali Shamkhani, the chief political advisor to Iran’s supreme leader.
Mohammad Hossein Shamkhani leverages his father’s political influence to corrupt senior Iranian regime officials in order to build and operate an extensive fleet of tankers and container ships. This fleet transports oil and petroleum products from Iran and russia, as well as other cargoes, to customers worldwide, generating tens of billions of dollars in profits. His shipping network consists of a large fleet of vessels, ship management firms, and front companies that launder billions of dollars in proceeds from the global sale of Iranian and russian crude oil and petroleum products, primarily to buyers in the People’s Republic of China. The network takes extensive measures to conceal its operations and obscure its links to the Shamkhani family, Iran, and russia.
Algae Ship Charter FZCO, together with other companies connected to Mohammad Hossein Shamkhani – including The Zulu Ships Management and Operation – Sole Proprietorship LLC (UAE) and Wanta Shipping LLC-FZ (UAE) – performs operational functions for the fleet within the Shamkhani shipping network.
On July 30, 2025, the United States imposed sanctions on the tanker IMO 9382073.
Since October 24, 2025, the EU has imposed sanctions on the vessel.
Since December 13, 2025, Switzerland has imposed sanctions on the vessel.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.
On February 24, 2026, the United Kingdom imposed sanctions on the vessel.
Since March 25, 2026, Canada has imposed sanctions on the vessel.

During the period of the G7 and EU oil embargo and the price-cap policy on russian crude oil/petroleum products, the tanker has been involved in the export of russian crude oil/petroleum products from russian ports.
The vessel has made port calls at the Sheskharis oil terminal (Novorossiysk), including in December 2024. The Sheskharis terminal is a transshipment complex serving as the endpoint of the main pipelines of JSC Chernomortransneft (АО "Черномортранснефть") (TIN 2315072242, under U.S. sanctions), a subsidiary of the sanctioned russian PJSC Transneft (ПАО "Транснефть") (TIN 7706061801).
In June 2023, the vessel transported russian petroleum products to Türkiye from the russian port of Tuapse, where the production complex of the sanctioned PJSC Rosneft Oil Company (ПАО "НК "Роснефть"") – Tuapse Oil Refinery with a marine terminal – is located. The consignor of the cargo was the sanctioned russian PJSC Rosneft Oil Company (ПАО "НК "Роснефть""), and the consignee was SPG Trading LLC.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.

The tanker is involved in the export of russian oil and petroleum products, particularly from russian ports in the Baltic Sea, during the G7 and EU oil embargo and the price cap policy on russian oil and petroleum products.
The vessel is part of a vast shipping empire controlled by Mohammad Hossein Shamkhani, the son of Ali Shamkhani, the chief political advisor to iran’s supreme leader. Mohammad Hossein Shamkhani leverages his father’s political influence to corrupt senior iranian regime officials in order to build and operate a massive fleet of tankers and container ships. The Zulu Ships Management and Operation – Sole Proprietorship LLC (UAE), with which the tanker IMO 9439541 is affiliated, is among several companies that have played a significant role in managing and operating the Shamkhani network’s tanker fleet.

During the period when the G7 and EU oil embargoes and the price cap policy on russian crude oil and petroleum products are in effect, the tanker is involved in the export of russian petroleum products from russian ports on the Baltic and Black Seas and in the Pacific region, including through the use of deceptive, high-risk shipping practices.
Specifically, in February 2026, the tanker exported a shipment of petroleum products (216,375 thousand barrels of diesel) from the port of Novorossiysk to Egypt (El Dekheila), the seller of the russian liquid cargo was Redwood Global Supply FZ-LLC (UAE), which was sanctioned by the United Kingdom on December 18, 2025, for its activities in the energy sector of the russian economy. Redwood Global Supply FZ-LLC is the largest exporter of russian crude oil within the shadow network of russian oil traders—the "2Rivers Group" (Coral Energy). Key roles in this network are played by several azerbaijani traders: Tahir Garayev, Etibar Eyyub, Talat Safarov, and Ahmed Kerimov.
In January 2026, the vessel exported 131,246 thousand barrels of diesel from the port of Tuapse to Turkey on behalf of PJSC Oil Company "Rosneft".
In November 2025, the tanker exported nearly 224 thousand barrels of petroleum products from the port of Taman to an STS transshipment area near Cyprus; the seller of the wet cargo was PJSC Oil Company "Rosneft".
In March 2025, the tanker exported over 131,000 barrels of diesel from the port of Primorsk to Brazil; the seller of the liquid cargo was PJSC "Surgutneftegaz".
In December 2024, the tanker transported more than 150,000 barrels of petroleum products from the port of Nakhodka to the PRC on behalf of PJSC Oil Company "Rosneft".
The tanker is part of the fleet of Alberta Shipmanagement Ltd., a shipping company headquartered in Greece. Alberta Shipmanagement Ltd. was founded in 2019 by the fifth generation of the well-known Inglessis maritime family. Alberta Shipmanagement Ltd. specializes in the technical and commercial management of vessels, providing maritime transportation services worldwide.
The tanker is involved in the oil sector of the russian federation’s economy, the profits from which are one of the most important sources of revenue for the aggressor state’s budget.

During the period of the G7 and EU oil embargo and the price cap policy on russian crude oil and petroleum products, the tanker was involved in the export of russian crude oil and petroleum products from russian ports in the Baltic Sea, including through deceptive and high-risk shipping practices such as disabling AIS and conducting ship-to-ship (STS) transfers near European countries.
The vessel is part of the fleet of the Greek shipping company Alberta Shipmanagement Ltd.

During the period of the G7 and EU oil embargo and the price cap policy on russian crude oil and petroleum products, the tanker has been involved in 2025 in the export of russian crude oil from russian ports in the Black Sea and the Pacific region, primarily to China and India.
The vessel is affiliated with Crest Maritime Pte Ltd (Singapore), which serves as the technical manager of the tanker. As of September 16, 2025, the company is also the technical manager of two sanctioned tankers of the russian shadow fleet – IMO 9308950 and IMO 9389100.
On October 15, 2025, the United Kingdom imposed sanctions on the vessel.

During the period of the G7 and EU oil embargo and the price cap policy on russian crude oil/petroleum products, the tanker was involved in 2025–2026 in the export of russian crude oil from russian ports on the Baltic Sea to India (Vadinar), using deceptive, high-risk shipping practices (switching off the AIS in the Gulf of Finland).

During the period of the G7 and EU oil embargo and the price cap policy on russian crude oil and petroleum products, the tanker has been involved in 2025 in the export of russian crude oil and petroleum products from russian ports in the Baltic Sea and the Pacific region, primarily to People's Republic of China and India.
In particular, in December 2025, the tanker transported more than 713,000 barrels of russian Urals crude oil from the port of Ust-Luga to Turkey in the interests of REDWOOD GLOBAL SUPPLY FZ-LLC (UAE), which was sanctioned by the UK on December 18, 2025, for its activities in the energy sector of the russian economy. In February 2026, the vessel exported nearly 714,000 barrels of Urals crude oil from the port of Ust-Luga to India on behalf of REDWOOD GLOBAL SUPPLY FZ-LLC.
On April 29, 2026, Ukraine imposed sanctions on the vessel.

During the period when the G7 and EU oil embargo and the price cap policy on russian crude oil and petroleum products are in effect, the tanker is involved in 2025–2026 in the export of russian crude oil and petroleum products from russian ports on the Baltic Sea and in the Pacific region, primarily to India and China.
