Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

The vessel has called at ports in the occupied territories of Ukraine and has been involved in the transportation of russian petroleum products since the G7 and EU oil embargo and price cap policy on russian oil/petroleum products came into effect.
The tanker was owned by the sanctioned company Covart Energy Limited (Hong Kong). The company sharply increased its share in the trade of russian crude oil after the policy of price-capping was enforced. Since May 2023, vessels chartered by Covart have been frequently calling at russian ports.
The vessel is affiliated with the sanctioned russian company Rowswood Shipping LLC (TIN 6167088540), a shipping company specializing in the logistics of petroleum products with its own fleet. The founder of Roswood Shipping LLC is Yug Energo LLC (TIN 6167088571). The managing company of Rowswood Shipping LLC is the sanctioned russian company NZNP Management JSC (TIN 9725007881), affiliated with NZNP JSC (one of the largest suppliers of petroleum products in southern russia, TOT of Ukraine).
In December 2023, the US imposed sanctions on the vessel.

It is involved in the supply of jet fuel and other important cargo to the Middle East (to the group of Russian troops in Syria in the interests of the russian Ministry of Defence), and calls at the ports of the TOT of Ukraine (in particular, the port of Crimea).
In 2024, three tankers ‘Azov’ (IMO 8943260), ‘Koysug’ (IMO 8883252), and ‘Nizami Ganjavi’ (IMO 9369617) were added to the list of vessels used by the russian federation to make covert deliveries to Syria in the interests of the russian ministry of defence. During 2024, the vessels were repeatedly used by the russian federation to carry out maritime transportation from the black sea ports of the russian federation to Syria under the traditional scheme of concealing entries/exits to/from ports in Syria by switching off their transponders in the Mediterranean north or south of Cyprus.
Aviation fuel and diesel were supplied to Syria from russian ports (Azov port), petrol - from Iran.
Such steps were taken by Russia after the successful attacks in 2023 by the Ukrainian Defence Forces against the russian tanker ‘Sig’ in the Black Sea, which was carrying out sea transport to Syria to supply jet fuel to the russian troops in Syria.
From July 20, 2025, the EU imposed sanctions on a tanker for transporting crude oil/petroleum products that originate in russia or are exported from russia using irregular and high-risk shipping practices as set out in the International Maritime Organization General Assembly resolution A.1192 (33).
On August 12, 2025, Switzerland imposed sanctions on the vessel.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.
Since March 25, 2026, Canada has imposed sanctions on the vessel.

The tanker has been implicated in the export of russian crude oil / petroleum products from russian ports to third countries during the G7 and European Union oil embargo and price cap policy on russian crude oil / petroleum products/ The vessel has engaged in deceptive, high-risk practices (disabling the AIS signal, conducting dark activities at sea).
In 2024, the tanker transported russian oil from the port of Primorsk to India. The transportation was carried out under the command of Captain Konstantin Kovalenko.
The tanker is affiliated with Prominent Shipmanagement LTD, a company established in Hong Kong in 2022, which was sanctioned by the US on January 10, 2025, for its activities in the energy sector of the russian federation. All tankers operated by the Dubai-based company K&O Shipmanagement FZE, affiliated with the sanctioned russian PJSC Sovcomflot, were transferred to the management of Prominent Shipmanagement LTD. The vessels were included in the Indian Register of Shipping (the classification society with the largest market share of the so-called shadow fleet).
Sovcomflot PJSC is russia's largest state-owned shipping company providing services and support for offshore hydrocarbon production and the transportation of russian oil, petroleum products, and liquefied gas. The main charterers of Sovcomflot PJSC vessels are russia's largest oil and gas companies and traders. PJSC Sovcomflot participates in the servicing of major oil and gas projects in russia: Sakhalin-1, Sakhalin-2, Varandey, Prirazlomnoye, Novy Port, Yamal LNG, and others.
The shadow tanker fleet continues to generate multibillion-dollar revenues for the kremlin by circumventing sanctions by disguising its activities under third-country flags, using complex schemes to conceal owners, and poses significant environmental safety hazards with significant economic costs to coastal countries and/or the international community due to the outdated and inadequately insured shadow fleet tankers.
The vessel calls at ports in the temporarily occupied territories of Ukraine, in particular the ports of Sevastopol and Kamysh-Burun, in November 2025.
On January 10, 2025, USA imposed sanctions on the vessel.
On February 24, 2025, the United Kingdom imposed sanctions on the vessel.
Since February 25 and March 4, 2025, respectively, the EU and Switzerland have imposed sanctions on tankers for transporting crude oil/petroleum products originating in or exported from russia, using irregular shipping practices with a high degree of risk, as specified in Resolution A.1192 (33) of the General Assembly of the International Maritime Organization.
In June 2025, Canada imposed sanctions on the vessel.

During the period of the G7 and EU oil embargo and price-cap policy on russian oil, the tanker is involved in exporting russian oil to third countries (mainly India) from russian ports in the Baltic and Black Seas, conducting dark activities at sea with the AIS signal turned off off the coast of Malaysia (in 2021), in the Baltic and Black Seas near russian ports (in 2024).
The tanker is managed by Prominent Shipmanagement LTD, established in 2022 in Hong Kong. Prominent is headed by Arjun Deshmukh, who worked for FESCO Wallem Shipmanagement, a joint venture between a russian company and Hong Kong's oldest ship manager. Prominent Shipmanagement LTD took over all tankers operated by K&O Shipmanagement FZE, a Dubai-based company affiliated with the sanctioned russian company Sovcomflot, and the vessels were included in the Indian Register of Shipping (the classification society with the largest market share of the so-called shadow fleet).
PJSC Sovcomflot is the largest state-owned shipping company in russia for servicing and supporting offshore hydrocarbon production, transportation of russian oil, oil products, and liquefied gas. The main charterers of Sovcomflot vessels are the largest oil and gas companies and traders in russia.
The vessel is also involved in the transportation of Iranian crude oil and petroleum products.
Many tankers involved in transporting Iranian oil to countries such as China are also involved in Venezuelan trade, including tanker IMO 9436006. On June 11, 2022, Venezuelan leader Nicolás Maduro and former Iranian President Ebrahim Raisi signed a 20-year cooperation agreement to expand ties in the oil and petrochemical industries, as well as in the military and economic spheres. Since then, bilateral ties have begun to develop. Most cargo is transported by ships belonging to the sanctioned National Iranian Tanker Company (NITC) in both directions. A significant number of ships flying under foreign (non-Iranian) flags are also involved in this trade.
The tanker calls at ports in the temporarily occupied territories of Ukraine, including the port of Kamysh-Burun in August 2025.

During the period of the G7 and EU oil embargo and the price-cap policy on russian oil, the tanker is involved in the export of oil to third countries from russian ports in the Baltic Sea, transshipment of russian oil from ship to ship in the area of anchorages in Greece and Malta. The transshipment of oil from ship to ship off the coast of Greece and Malta is reminiscent of the activities of the so-called 'STS hubs' that emerged several years ago in the UAE, Oman and Malaysia in response to USA sanctions against Venezuelan and Iranian oil. This methodology is aimed at concealing the origin, ownership and final destination of questionable cargo. The tanker resorts to the practice of turning off the AIS signal, conducting so-called 'dark activities', in particular in the Baltic Sea.
The tanker calls at ports in TOT Crimea, Ukraine, in particular, in May 2025, the vessel called at the port of Komysh-Burun.
The tanker is also involved in the transportation of Iranian oil and petroleum products.
The owner and commercial manager of the vessel is Ethereal Harbor Corp, a company registered in the Seychelles. The ISM manager of the tanker is Harmony Voyage Shipmanagement, a Kazakh company. The fleet of these companies consists only of the tanker ІМО 9206671.
On April 11, 2025, Ukraine imposed sanctions on the master of vessel IMO 9206671.

The tanker is involved in the transportation of russian, Iranian, and Venezuelan crude oil and petroleum products. In particular, the vessel exported russian crude oil from the russian port of Ust-Luga in the Baltic Sea in September 2024 and delivered it to a transshipment area to the south of Laconikos Bay, west of the island of Kythira.
Since russia's full-scale invasion of Ukraine in February 2022, more than 100 vessels that previously helped Iran export oil are now helping russia transport russian crude oil and petroleum products.
Many tankers involved in transporting Iranian oil to countries such as China are also involved in Venezuelan trade, including tanker IMO 9227443. On June 11, 2022, Venezuelan leader Nicolás Maduro and former Iranian President Ebrahim Raisi signed a 20-year cooperation agreement to expand ties in the oil and petrochemical industries, as well as in the military and economic spheres. Since then, bilateral ties have begun to develop. Most cargo is transported by ships belonging to the sanctioned National Iranian Tanker Company (NITC) in both directions. A significant number of ships flying under foreign (non-Iranian) flags are also involved in this trade.
According to an internal analysis prepared by the Scottish Coast Guard's satellite services, the tanker was involved in a spill of russian crude oil approximately 100 km off the Scottish coastline. At the time, the vessel was carrying 1 million barrels of sanctioned oil from russia on its way to a refinery in India.
The vessel calls at ports in the temporarily occupied territories of Ukraine, including the port of Feodosia in November 2025.

The tanker is involved in the export of russian oil to third countries, in systematic violations of the G7+ oil embargo on russian oil in 2023-2024, in particular in the export of russian oil from russian ports in the Black Sea to the Laconikos Gulf, to the west of the island of Kithira. The vessel calls at the ports of the Crimean TOT of Ukraine.
In January and March 2023, the tanker was involved in the export of several batches of oil products from the russian port of Tuapse, the shipper of the cargo was the sanctioned PJSC Oil Company Rosneft, the recipients were the sanctioned companies Petrokim Trading Middle East and Asia DMCC (Voliton DMCC, UAE), Guron Trading Limited (Hong Kong). There is a production complex in Tuapse belonging to the sanctioned Rosneft - the Tuapse Refinery with a marine terminal.
In 2025, the vessel continues to call at russian ports with oil terminals, including Nakhodka and Slavyanka.
The vessel is affiliated with the Indian company Gatik Ship Management and the Turkish company Unic Tanker Gemi Isletmeciligi, which is affiliated with Gatik. In 2022, the Indian company Gatik Ship Management became the largest carrier of russian oil and was used to operate the russian 'shadow' fleet under sanctions.
On December 17, 2024, the United Kingdom imposed sanctions on a vessel in connection with the transportation of oil or oil products originating in russia or from russia to a third country. 
On February 21, 2025, Canada imposed sanctions on the vessel.
On May 20, 2025, the EU imposed sanctions, which enter into force on May 21, 2025, on the tanker for the transportation of crude oil/petroleum products originating in or exported from russia, using irregular high-risk shipping practices as specified in the International Maritime Organization General Assembly Resolution A.1192(33).
On June 03, 2025, the sanctions imposed by Switzerland on the vessel came into force.
In June 2025, Australia imposed sanctions on the vessel.
