Agrotech-TM LLC (TIN 7701696050) is the registered owner of the vessel. Under the russian public procurement system, Agrotech-TM LLC is a supplier of petroleum products for the needs of the Ministry of Defense, the Federal Service of National Guard Troops, and institutions of the Ministry of Defense of the russian federation. Based on contractual agreements, Agrotech-TM LLC supplies TS-1/RT aviation fuel for the needs of the aircraft manufacturing companies of the russian state corporation "Rostec", specifically for:
- JSC "S.V. Ilyushin Aviation Complex" (TIN 7714027882, subject to sanctions by the U.S., Canada, Switzerland, the EU, New Zealand, Japan, Ukraine), which is the lead enterprise of the transport aviation division of PJSC "United Aircraft Corporation" (TIN 7708619320), the developer of the Il-76MD-90A heavy transport aircraft, the Il-78M-90A aerial refueling aircraft, the Il-114-300 and Il-103 passenger aircraft, the Il-96-400M wide-body aircraft, and special-purpose aircraft;
- JSC "G.M. Beriev Taganrog Aviation Scientific and Technical Complex" (TIN 6154028021, subject to sanctions by the U.S., Canada, Switzerland, the EU, New Zealand, Japan, and Ukraine) — the leading russian enterprise in the field of seaplane aviation and the development of special-purpose aviation systems, specializing in the production of seaplanes and-amphibious aircraft, testing and introducing prototype aircraft into serial production, integrating radar surveillance and guidance systems, modernizing and testing the A-50, A-100, and Tu-95MSM aircraft, as well as the training and preparation of flight and technical personnel, among other activities.
The manager of the tanker is the russian shipping company Valkur LLC (INN 2536252444), which, as of September 2026, is subject to sanctions by the EU and Switzerland.
Valkur LLC is the technical manager of vessels IMO 9255268, IMO 9255268, and IMO 9356610. These vessels lack adequate civil liability insurance and engage in ship-to-ship transfers, as well as manipulation of Automatic Identification Systems while transporting crude oil or petroleum products exported from russia. Thus, Valkur LLC operates vessels that transport crude oil or petroleum products exported from russia and practice irregular and high-risk shipping practices as set out in the International Maritime Organization General Assembly resolution A.1192(33)..

Until July 2023, the tanker was owned and/or operated by the russian company Volga-Flot JSC (TIN 5260902190, under sanctions imposed by the United Kingdom, the EU, Switzerland, and Ukraine).
Following the imposition of sanctions by the United Kingdom on Volga-Flot JSC in June 2023, the vessel was transferred in September 2023 to the management of the russian company Ilya Muromets JSC (TIN 7707476870) under a financial lease agreement.
Since July 24, 2026, the EU has imposed sanctions on the vessel for transporting crude oil/petroleum products originating in or exported from rRussia, using irregular shipping practices with a high degree of risk, as specified in Resolution A.1192(33) of the General Assembly of the International Maritime Organization.
