Justification
Vessel information
The tanker has been implicated in the export of russian crude oil / petroleum products from russian ports during the period of the G7 and EU oil embargo and the price cap policy on russian crude oil / petroleum products, in particular in 2023 and 2025.
In June 2023, the tanker was implicated in the export of a gasoil consignment from the russian port of Tuapse, with Amur Trading FZCO as the consignor and Tejarinaft FZCO as the consignee. Tuapse hosts a production complex belonging to the sanctioned PJSC NK Rosneft (ПАО "НК "Роснефть"), namely the Tuapse Refinery with a marine terminal.
In 2025, the vessel again engaged in the export of russian crude oil / petroleum products, in particular from the Sheskharis terminal, which is a transshipment complex and the end point of the main pipelines of JSC Chernomortransneft (АО "Черномортранснефть", TIN 2315072242, under U.S. sanctions), a subsidiary of the sanctioned PJSC Transneft (ПАО "Транснефть", TIN 7706061801). In particular, on January 30, 2025, the tanker IMO 9167150 began conducting dark activities (deliberate disabling of the Automatic Identification System – AIS) in the Exclusive Economic Zone (EEZ) of Ukraine, reappearing 16 days later in the EEZ of Turkey, indicating the route Port Kavkaz (russia) – port Kalamata (Greece). On February 17, 2025, the route was changed from the port of Kalamata to the port of Pylos. On February 18, 2025, the vessel began drifting in Greek waters near Pylos. On February 20, 2025, the tanker carried out a ship-to-ship (STS) transfer with the VLCC-class tanker IMO 9402732, affiliated with the Indian company Gatik Ship Management, one of the leading operators of the so-called "shadow fleet" implicated in the transportation of russian crude oil/ petroleum products in 2022–2023 under Western sanctions.
