The shadow tanker fleet transports growing volumes of sanctioned oil around the world, generates billions of dollars in revenue for russia and Iran, threatens environmental safety in the oceans, serves as a spy platform, and is used for sabotage activities in the interests of the aggressor.
The sanctioned countries are looking for new markets for oil, building up their tanker fleet to circumvent restrictions, and shipping crude oil mainly to China and India.
The shadow tanker fleet with a total deadweight of more than 100 million tons (approximately 17% of the world`s oil tanker fleet) consists of more than a thousand mostly outdated, poorly maintained vessels without proper insurance, with ‘confusing’ ownership and management structures located in ‘friendly’ jurisdictions, under ‘convenient’ flags. Such vessels resort to deceptive tactics at sea to conceal the origin of their cargo, threaten ‘environmental chaos’ and billions of dollars in losses to coastal countries by passing through busy, narrow international transportation routes without pilotage. Since the beginning of russia`s full-scale invasion of Ukraine, shadow tankers have already been involved in more than 50 incidents from the Danish Straits to Malaysia.

The tanker, during the period of the oil embargo and the price cap policy on russian crude oil and petroleum products, is involved in the export of russian crude oil from russian ports in the pacific region to the PRC.
In March and November 2025, the vessel exported russian ESPO crude oil from the port of Kozmino to the PRC in the interests of PJSC Oil Company Rosneft.
In December 2025, the tanker exported russian ESPO crude oil from the port of Kozmino to the PRC in the interests of Redwood Global Supply FZ-LLC (UAE), which was sanctioned by the UK on December 18, 2025, for activities in the energy sector of the russian economy. Redwood Global Supply FZ-LLC is the largest exporter of russian crude oil within the shadow network of russian oil traders—the "2Rivers Group" (Coral Energy). Key roles in this network are played by several azerbaijani traders: Tahir Garayev, Etibar Eyyub, Talat Safarov, and Ahmed Kerimov.
The vessel is owned by Krymsk Shipping Inc., which is affiliated with Sovcomflot PJSC. Sovcomflot is russia’s largest state-owned shipping company, which provides services and support for offshore hydrocarbon production and the transportation of russian oil, petroleum products, and liquefied natural gas. The main charterers of PJSC Sovcomflot’s vessels are russia’s largest oil and gas companies and traders. PJSC Sovcomflot participates in servicing major oil and gas projects in russia: Sakhalin-1, Sakhalin-2, Varandey, Prirazlomnoye, Novy Port, Yamal LNG, and others.
The tanker is managed by the russian company Invest Flot LLC, established in December 2023. Invest Flot LLC is managed by the russian company SCF Arktiсa LLC—a subsidiary of Sovcomflot PJSC.
In February 2024, the United States imposed sanctions on 14 vessels affiliated with the sanctioned company PJSC "Sovcomflot," including the tanker IMO 9270529.
In June and October 2024, the EU and Switzerland, respectively, imposed sanctions on the vessel.
In June 2025, Canada imposed sanctions on the tanker.
On July 21, 2025, the United Kingdom imposed sanctions on the vessel.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.

The vessel is engaged in transportation of russian crude oil during the period of the G7 and EU oil embargo on russian oil.
The vessel is affiliated with the sanctioned PJSC Sovcomflot, the largest state-owned shipping company in russia for servicing and supporting offshore hydrocarbon production, transportation of russian oil, oil products, and liquefied natural gas. The main charterers of Sovcomflot vessels are the largest oil and gas companies and traders in russia. ‘Sovcomflot is involved in servicing major oil and gas projects in russia: "Sakhalin-1", "Sakhalin-2", "Varandey", "Prirazlomnoye", "Novy Port", "Yamal LNG", and others. Prior to russia's full-scale invasion of Ukraine, the company's fleet consisted of about 145 vessels. After the sanctions were imposed, Sovcomflot transferred dozens of vessels to the ownership of companies it had set up, including in foreign jurisdictions, in order to circumvent them, and began the practice of constantly ‘juggling’ (transferring) vessels to related companies. According to expert estimates, the tankers transferred by Sovcomflot to related companies are part of the so-called ‘shadow tanker fleet’ of the russian federation to continue selling russian oil, oil products and liquefied gas under Western sanctions.
In February 2024, USA imposed sanctions on 14 vessels (including ІМО 9341067) affiliated with the sanctioned company Sovcomflot as part of measures to reduce russia's oil revenues.
The vessel was also sanctioned by the EU in June 2024 and by Switzerland in October 2024.
In June 2025, Canada imposed sanctions on the vessel.
On July 21, 2025, the United Kingdom imposed sanctions on the vessel.
In August 2025, Ukraine imposed sanctions on the tanker's master.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.

Shortly before the entry into force of the price-cap policy, Hennesea acquired old tankers transporting russian crude oil and oil products and entering russian ports.
In January 2024, USA imposed sanctions to vessels affiliated with the beneficiaries of Hennesea.
On May 20, 2025, the EU imposed sanctions, which will enter into force on May 21, 2025, on the tanker for the transportation of crude oil/petroleum products originating in or exported from russia, using irregular high-risk shipping practices as specified in the International Maritime Organization General Assembly Resolution A.1192(33).
On June 03, 2025, the sanctions imposed by Switzerland on the vessel came into force.
According to GISIS IMO, as of early July 2025, the vessel's flag is marked as "Guinea False". At the same time, according to GISIS IMO data, the vessel was sailing under the flag designated as "Eswatini False" in April-October 2024.
As of the beginning of July 2025, the tanker is anchored near the port of Said (Egypt).
On July 21, 2025, the United Kingdom imposed sanctions on the vessel.
In November 2025, Canada imposed sanctions on the vessel.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.

The tanker is involved in the export of russian crude oil/petroleum products, including to the EU, in violation of the G7 and EU oil embargo. In particular, the tanker exported russian crude oil/petroleum products twice in June 2023 to EU countries in violation of EU and G7 oil embargo from the port of Tuapse (russia) to the Gulf of Lakonikos (Greece).

On July 02, 2025, the sanctioned tanker IMO 9381744 was at anchor near Piraeus (Greece), then it passed through the Strait of Gibraltar on July 09, 2025, and on July 11, 2025, it passed through Spanish waters near Santa Cruz de La Palma.
The vessel sails and was in the waters of European countries under the flag of Guinea, while according to GISIS IMO data as of July 2025, the flag of the vessel IMO 9381744 is marked as "Guinea False". At the same time, according to GISIS IMO, the tanker's registration name as of early July 2025 is ANTILA.
Since September 12, 2025, the United Kingdom has imposed sanctions on the vessel.
In November 2025, Canada imposed sanctions on the vessel.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.
As of January 2026, the tanker is involved in the transportation of Venezuelan oil/oil products.
