Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

Actions to be taken:
  • to sanction the vessels on the list below, as well as all related companies and individuals (owners, operators, managers, executives, senior crew members)
  • to prohibit the entry of such vessels into ports, territorial waters, EEZs and international straits, and the sale of spare parts for them
 
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services
  • to involve financial and specialized institutions in the gathering of evidence, to publish the results of investigations, and to apply real penalties, including significant fines

The vessel has been involved in the transportation of military cargo between Iran and russia. It is owned by the sanctioned russian shipping company MG-Flot LLC (ООО "МГ-Флот", formerly Transmorflot LLC – ООО "Трансморфлот"). MG-Flot LLC is linked to Astrakhan businessman Jamaldin Emirmagomedovich Pashayev (TIN: 772784024939, sanctioned by the United States since 10 September 2024), who has built his business around the Olya trade port in Astrakhan region. This location was promoted as a key logistics hub for the North– South International Transport Corridor, the creation and construction of which was overseen and controlled by former russian Prime Minister Mikhail Fradkov. The corridor’s primary purpose was to facilitate trade with sanctioned Iran, enabling it to import and export goods via the North– South route. During these maritime shipments, the russian company Navigator LLC (ООО "Навигатор", TIN: 3021000208), founded by Pashayev, acted as the vessel’s agent. In this way, Pashayev has continued to oversee the organization of maritime transportation of military cargo in the interests of the russian ministry of defense and Iran. In May 2022, the United States imposed sanctions on Transmorflot LLC (ООО "Трансморфлот") and on its vessels that were involved in the transportation of weapons for the russian federation.

It is involved in the transportation of weapons (ammunition) from the DPRK and South Africa to russia. The vessel is certified by the russian Maritime Register of Shipping. Until December 2024, the vessel was owned and operated by the sanctioned russian shipping company MG-Flot LLC (formerly Transmorflot LLC), associated with the Astrakhan businessman Jamaldin Emirmagomedovich Pashayev, who built his business around the russian commercial port of Olya in the Astrakhan region. At the stage of creation and construction, the port was proposed as the main logistics hub of the North-South international transport corridor, the key purpose of which was trade with sanctioned Iran. The creation and construction of the port was overseen and controlled by former russian Prime Minister Mikhail Fradkov. Since December 2024, the vessel has been owned and operated by the russian sanctioned shipping company JSC Sovfracht, which provides logistical support to the russian Ministry of defense. In May 2022, USA imposed sanctions on Transmorflot LLC and the company's vessels involved in the transportation of weapons for russia. In June-July 2024, EU and UK also imposed sanctions on the vessel. On October 17, 2024, Switzerland imposed sanctions on the vessel in connection with the transportation of goods and technologies used in the defense and security sector, as well as for use in russia or for the war in Ukraine. Also, on April 2, 2024, the Republic of Korea imposed sanctions on the vessel for transporting weapons to russia and the DPRK in violation of UN Security Council sanctions. On February 21, 2025, Canada imposed sanctions on the vessel.

The vessel can transport any type of lumber, 20- and 40-foot containers, grain, and general cargo (IMO classes 2– 9). The vessel has been involved in the supply of goods to the russian armed forces, as well as in the transportation of military vehicles from russia to Syria. The vessel has been implicated in grain theft schemes involving the temporarily occupied territory (TOT) of Crimea (Ukraine) and has made port calls at terminals in TOT Ukraine with its Automatic Identification System (AIS) disabled. In June 2023, the vessel transported Ukrainian grain from the port of Feodosia (TOT of Crimea, Ukraine). In January 2024, it entered the temporarily occupied port of Sevastopol (Komyshova Bay) to load grain. In 2024, the vessel also transported Ukrainian grain from the temporarily occupied port of Berdiansk in Ukraine’s Zaporizhzhia region. The vessel is affiliated with the designated russian company OJSC Northern Shipping Company (ОАО "Северное морское пароходство", TIN 2901008432), which provides services under state defense contracts for the transportation of goods on behalf of the russian Ministry of Defence. Since 2014, the company has been an active participant in a major logistics chain for the construction of Arctic infrastructure commissioned by the russian Ministry of Defence. OJSC Northern Shipping Company also conducts maritime cargo transportation on a contractual basis for the designated State Grain Operator (ГУП "Государственный зерновой оператор", TIN 9001011019), registered in TOT Melitopol, Zaporizhzhia region. In May 2022, the United States imposed sanctions on OJSC Northern Shipping Company and 27 of its vessels, including the vessel IMO 8502080, for operating in the russian federation’s military logistics sector, transporting tanks and other military equipment for the russian armed forces. Despite these sanctions, the Turkish company Denkar Ship Construction Incorporated Company provided repair services to OJSC Northern Shipping Company for three designated vessels – IMO 8502080, IMO 8502107, and IMO 9279422. In September 2023, the United States imposed sanctions on the Turkish company for these activities.
