The vessel is affiliated with the russian company Panomarix LLC (ООО "Паномарикс", TIN 7728353639), which is under Ukrainian sanctions. One of the company’s main activities is the wholesale trade of grain.

The vessel is involved in schemes to steal Ukrainian grain from the temporarily occupied territory (TOT) of Ukraine and makes port calls at ports located in the TOT of Ukraine.

The vessel was involved in the theft of Ukrainian grain from the temporarily occupied territories of Ukraine, in particular from the port of Mariupol.
The vessel has made port calls at terminals in the temporarily occupied Crimean Peninsula of Ukraine, including the port of Kamysh-Burun in May and June 2025.
On November 25, 2025, Ukraine imposed sanctions on the vessel.

The vessel has been involved in the export of coking coal from the temporarily occupied Ukrainian port of Mariupol using a repeated evasion scheme: the vessel first makes a formal port call at the russian port of Temryuk, then disables its Automatic Identification System (AIS) before sailing to Mariupol for loading. After taking on cargo, the vessel returns to Temryuk, reactivates AIS, and proceeds to its actual destination.
The vessel routinely engages in prolonged dark activity (AIS disabled) in Kerch Strait area, in the Sea of Azov near the strait, and within the Temryuk Bay.
On November 25, 2025, Ukraine imposed sanctions on the vessel.

The vessel is involved in transporting grain from Ukraine’s temporarily occupied territories, specifically the ports of Feodosia and Sevastopol, to third countries.
In December 2025, the vessel transported a cargo of grain from the port of Feodosia, after which it proceeded to the anchorage area of the port of Tartus (Syria).
Between February 3 and 10, 2026, the vessel, with AIS disabled, stayed in the port of Sevastopol, loading at the Avlita pier.
From March 3 to 9, 2026, the vessel was in the port of Sevastopol being loaded with wheat (over 19,800 tons), the port of discharge of the grain from the temporarily occupied territories of Ukraine is Iskenderun (Turkey), and the shipper is the russian company MIROPORT LLC (TIN 2361011156).
Vessel IMO 9549281 is owned by the russian company JSC "Murmansk Shipping Company" (TIN 5190400250).
The charterer of the vessel IMO 9549281 since September 9, 2022, under bareboat charter agreement No. 60, was the russian sanctioned company OJSC "Northern Maritime Shipping" (TIN 2901008432). JSC "Northern Maritime Shipping Company" provides services under state defense contracts for the transportation of cargo in the interests of the Ministry of Defense of the russian federation. Since 2014, OJSC "Northern Maritime Shipping Company" has been an active participant in a large logistics chain for the development of infrastructure in the Arctic commissioned by the Ministry of Defense of the russian federation. The company provides maritime cargo transportation services on a contractual basis for the sanctioned state-owned enterprise "State Grain Operator" (TIN 9001011019), registered in the temporarily occupied territory of Zaporizhzhia Oblast, in the city of Melitopol. JSC "Northern Maritime Shipping Company" is affiliated with vessels involved in the theft of Ukrainian grain from the temporarily occupied territories of Ukraine, specifically IMO 9077575, IMO 9376440, IMO 8502080, and others.
From January 25, 2024, to December 31, 2025, the charterer of the vessel IMO 9549281 under a bareboat charter agreement was the russian company Baltic Charter Group LLC (TIN 7805533290).
Since April 11, 2024, the founder of Baltic Charter Group LLC has been Andriy Anatoliyovych Stepanchenkov (TIN 772203228110), affiliated with Dmytro Yuriyovych Purim (TIN 772018167343, under sanctions of Ukraine) and the sanctioned russian JSC "Sovfracht" (TIN 7702059030). Dmytro Yuriyovych Purim is the chairman of the board of directors of Sovfracht JSC; he is referred to as a "scheme-generating contractor" for generals of the Ministry of Defense and other agencies of the russian federation and has been awarded the "For the Return of Crimea" medal. Sovfracht JSC is part of the sanctioned Sovfracht-Sovmortrans group of companies, known for its role in facilitating the temporary occupation and consolidation of russia’s presence in Crimea. Sovfracht’s ferries transported russian military personnel, equipment, and fuel to Crimea, and its pontoon barges, in violation of sanctions, delivered Siemens turbines to Sevastopol and Feodosia. JSC Sovfracht is a russian transport and logistics company that provides logistical support to the russian Ministry of Defense, and functions as a key hub in the military transport networks of russian cargo ships delivering North Korean weapons (ammunition) from the DPRK to military facilities in the russian port of Dunay for use in the war against Ukraine. The company has extensive experience in organizing logistics along the Northern Sea Route, participates in the implementation of major infrastructure projects, and ensures transport accessibility to russian regions under sanctions. Since March 2020, it has been included in the List of Systemically Important Organizations of the russian federation.
Baltic Freight Group LLC is a supplier to the russian Ministry of Defense under government procurement contracts (according to at least 7 government contracts totaling 568.5 million rubles). Baltic Freight Group LLC also cooperates with JSC Sovfraht on the basis of contractual documents.

The vessel has been implicated in illicit grain-extraction schemes involving the removal of Ukrainian grain from the temporarily occupied territories of Ukraine.
The vessel has made port calls at terminals in the occupied peninsula, including the port of Krym in January, February and March 2025, as well as the ports of Feodosia, Yalta, and Sevastopol in January 2025.

The vessel has been engaged in the export of Ukrainian grain and coal from the temporarily occupied territories of Ukraine. It routinely employs deceptive shipping practices near the Kerch Strait and within Ukrainian territorial waters in the Sea of Azov.
Between 2024 and 2025, the vessel transported over 20,000 metric tons of coking coal from the temporarily occupied Ukrainian port of Mariupol using the following sanctions-evasion routing scheme: the vessel formally called at the russian port of Temryuk, then disabled its Automatic Identification System (AIS) and sailed to Mariupol for loading. After loading, it returned to Temryuk with cargo, reactivated AIS, and then proceeded to its final destination.
In one documented case in May 2025, IMO 1041348 exported approximately 7,500 metric tons of wheat from the temporarily occupied Ukrainian port of Berdyansk (Zaporizhzhia Oblast) to Egypt.
Technical management of the vessel is carried out by the russian company OOO "Krechet" (ООО "Кречет", TIN 6167197524, Rostov Oblast). The company’s former director, Alexander Soldatov (Александр Солдатов, TIN 614104187473), has served as the acting director – since 27 July 2023 – of the occupation-established "Mariupol Sea Port Administration" (Государственное Унитарное Предприятие Донецкой Народной Республики "Администрация морского порта города Мариуполя", TIN 9310000303). OOO "Krechet" also manages three additional vessels (IMO 9045601, IMO 9419084, IMO 9454125) involved in the export of Ukrainian coal from Mariupol.

Between January 29 and 30, 2025, the vessel was in Sevastopol Bay with its AIS turned off while loading wheat near berth 21 of the Avlita grain terminal. On January 30, 2025, the vessel departed from the port of Sevastopol and proceeded toward the Kerch Strait area, port of Kavkaz.

The vessel is systematically involved in schemes to steal Ukrainian grain from the temporarily occupied territories (TOT) of Ukraine, particularly from the temporarily occupied port of Berdyansk, Zaporizhia region.
In May 2025, under the command of Captain V. P. Chernyaev, the vessel exported wheat from the temporarily occupied port of Berdyansk. The maritime agent for this operation was DGR-Express LLC (ООО "ДГР-Экспресс", TIN 9002008178), registered on December 15, 2022, under russian law in the TOT of Zaporizhia region at 51 Khalturina Street, Berdyansk. The founder and director of DGR-Express LLC is Robert Arturovych Asaturov (TIN 344692279962).
In December 2024, under the command of Captain Vadim Novskyi, the vessel exported nearly 4,000 tons of wheat from the temporarily occupied port of Berdyansk, Zaporizhia region, to the russian port of Temryuk.
The vessel is also involved in supplying goods to the TOT of Ukraine, including shipments to the temporarily occupied port of Sevastopol.
The vessel is affiliated with the sanctioned Northern Sea Shipping Company OJSC (ОАО "Северное морское пароходство", TIN 2901008432), which provides transport services under state defense contracts for the ministry of defense of the russian federation. Since 2014, the company has been a key participant in the logistics network supporting military infrastructure development in the Arctic for the russian MoD.
The Northern Sea Shipping Company OJSC also transports cargo on a contractual basis for the sanctioned State Unitary Enterprise "State Grain Operator" (ГУП "Государственный зерновой оператор", TIN 9001011019), registered in Melitopol, TOT of Zaporizhia region.
In January 2025, the vessel underwent repairs in Sevastopol Bay.
In May 2025, the vessel carried a grain cargo from the port of Mariupol to the port of Famagusta (Turkish-controlled Northern Cyprus).

The vessel makes port calls at the ports of the temporarily occupied territory (TOT) of Crimea, Ukraine, in particular at the ports of Sevastopol and Kerch.
On June 1, 2025, the vessel entered the port of Sevastopol and was moored at berth 20 in Sevastopol Bay. Between June 19 and 22, the vessel was loaded with Ukrainian grain at berth 20 of the port of Sevastopol.
