The vessel resorts to deceptive, high-risk shipping practices, including switching off its AIS in the Gulf of Finland.
The tanker is operated by the russian company Skadar LLC (TIN 5191324073). Skadar LLC supplies diesel fuel and fuel oil of all types with its own fleet. The company's main activity is bunkering ships in the waters of the port of Murmansk and beyond, as well as supplying petroleum products to coastal enterprises and fishing vessels in fishing areas. The company is one of the largest suppliers of petroleum products in Murmansk (Skadar LLC was one of the first to start bunkering foreign-flagged vessels in the port of Murmansk) and also operates in Kaliningrad and Arkhangelsk, in particular as a supplier of petroleum products within the russian state procurement system. In particular, the company is: a supplier to JSC russian Container Company (TIN 7703426268, subject to Ukrainian sanctions) of diesel fuel under bunkerage agreement No. 1515 dated October 20, 2023; a supplier of diesel fuel to the Federal State Unitary Enterprise Main Military Construction Administration No. 14 (TIN 5047054473, subject to Ukrainian sanctions).

The tanker was involved in the export of russian oil / petroleum products in 2025 during the period of the G7 and EU oil embargo and the price cap policy on russian oil / petroleum products.
The vessel is affiliated with Maritas Fleet PVT LTD (India), which was the former ISM manager of the tanker from June 2023 to March 2024. Maritas Fleet PVT LTD was founded in December 2022 in Mumbai and has brought 29 tankers under its management, including vessels owned by Hennesea Holdings Limited. Hennesea Holdings Limited was founded in late 2022 in the UAE and, shortly before the price cap policy was introduced, acquired more than 20 older tankers that were focused on transporting russian crude oil at a price higher than $60 per barrel. In January 2024, the USA imposed sanctions on Hennesea Holdings Limited and part of its tanker fleet for violating the price cap policy.
Since January 2025, the tanker has managed by Lumen Ship Management FZCO, whose fleet as of October 16, 2025, consists of eight oil tankers, including those under sanctions, which previously belonged to Hennesea Holdings Limited and were managed by the Indian company Maritas Fleet PVT LTD.

During the period of the G7 and EU oil embargo and the price cap policy on russian oil/petroleum products, the tanker was involved in the export of russian oil/petroleum products from russian ports in the Baltic Sea to third countries.
The vessel is affiliated with the sanctioned Cypriot company Lagosmarine Ltd, which was the tanker's manager from March 2024 to January 2025. In January 2025, the United States imposed sanctions on Lagosmarine Ltd for its activities in the energy sector of the russian federation and as the technical manager of an oil tanker that called at a russian port several times, where the price of oil was constantly exceeding the price limit. In August 2025, Ukraine also imposed sanctions on the Cypriot company Lagosmarine Ltd.
In January 2025, there were changes in the management of the tanker: commercial management was transferred to Drimas Chartering Co (Marshall Islands), which has been the owner of the vessel since March 2024, and technical management was transferred to Queenship Ltd (China), which as of October 09, 2025, operates only one tanker, IMO 9224439.
On October 15, 2025, the United Kingdom imposed sanctions on the vessel.

The vessel is affiliated with the russian company Kontur SPB LLC (7810220078), which operates a bunkering, environmental and rescue fleet. The company has been providing the following services since 2003:
- supplying (bunkering) ships with high quality fuel and oils in the russian ports of St. Petersburg, Ust-Luga, and Novorossiysk;
- transportation of petroleum products by inland waterways of the russian federation;
- emergency and rescue teams are prepared to localize and eliminate oil spills in the water area of the Big Port of St. Petersburg and the Gulf of Finland, as well as in the ports of Novorossiysk, Kavkaz, Temryuk, and Tuapse;
- provision of environmental services for the collection, transportation, use, disposal, and disposal of hazardous waste;
- agency of sea and river vessels in the Big Port of St. Petersburg (organizing ship calls, conducting border, customs and sanitary-quarantine formalities for ship arrivals and departures, supplying the vessel with food and water, organizing pilotage and icebreaking, providing tugs, transferring the crew, purchasing and delivering onboard cards and manuals, etc).
The company's fleet includes oil tankers subject to Western sanctions, including IMO 9151890 and IMO 9299173.
