This fleet transports oil and petroleum products from Iran and russia, as well as other cargoes, to customers worldwide, generating tens of billions of dollars in profit.
Mohammad Hossein Shamkhani’s shipping empire comprises an extensive fleet of vessels, ship management firms, and front companies that launder billions of dollars in revenue from global sales of Iranian and russian crude oil and petroleum products, primarily to buyers in the People’s Republic of China. The network takes extensive measures to conceal its operations and obscure its ties to the Shamkhani family, Iran, and russia.

The vessel is affiliated with Kun Lun Shan Shipmanagement Co (China), which was its ISM manager from March to August 2025. Kun Lun Shan Shipmanagement Co. was/is also the ISM manager of two tankers IMO 9323974, IMO 9389095, which are considered part of the shadow fleet of the russian federation and have been sanctioned since May 2025. After the sanctioning of the tankers managed/operated by Kun Lun Shan Shipmanagement Co, the technical manager of the tanker IMO 9389071 was changed to Wu Gong Shan Shipmanagement Co (China) in August 2025. As of October 03, 2025, Wu Gong Shan Shipmanagement Co. is the ISM-manager of only one tanker - IMO 9389071. The vessel's commercial manager, Gui Zhou Fa Zhan Shipmanagement Co Ltd (China), also operates only one tanker, IMO 9389071.
The vessel flies the flag of Panama, which is on the gray list of the Paris Memorandum of Understanding on State Port Control.
On October 15, 2025, the United Kingdom imposed sanctions on the vessel.

In September 2025, the tanker transported 99,200 tons of russian-origin crude oil from the Sheskharis terminal in the port of Novorossiysk (russia) for export to India. The shipper of the cargo was the sanctioned company PJSC "Oil Company "Rosneft".
