The floating storage unit IMO 9448968 is owned and operated by the russian company "Lukoil-Nizhnevolzhskneft" LLC (ООО "Лукойл-Нижневолжскнефть", TIN 3444070534), one of the largest oil producers engaged in the exploration and development of oil and gas fields in the Caspian and Azov Seas. The company is a wholly owned subsidiary of the designated russian entity PJSC "LUKOIL" (ПАО "Лукойл").
The storage unit is designated to receive and store crude oil from the Yuri Korchagin offshore field, located in russian territorial waters in the northern Caspian Sea, approximately 180 km from Astrakhan and 240 km from Makhachkala. The field was discovered in 2000 by PJSC "LUKOIL", which is currently subject to international sanctions.
Crude oil stored at the tanker IMO 9448968 is transferred ashore to Makhachkala via shuttle tankers with deadweight capacities ranging from 6,000 to 12,000 tons. In Makhachkala, the oil enters the "Makhachkala–Novorossiysk" pipeline, jointly operated by Azerbaijan’s state-owned company SOCAR and the designated russian company PJSC Transneft (ПАО "Транснефть", TIN 7706061801).
FSO IMO 9448968 has also been used in export operations involving russian-origin oil and petroleum products, including via designated tankers IMO 9397676 and IMO 9284116.

The tanker, during the period of the G7 and EU oil embargo and the price cap policy on russian crude oil and petroleum products, has been involved in the export of russian petroleum products, including through STS transfers near European countries. The vessel has been turning off its AIS and engaging in dark activities in the Kerch Strait area, near russian ports in the Black Sea.
In March 2023, the tanker exported a total of nearly 268,500 barrels of petroleum products (sold by PJSC Oil Company "Rosneft") from the port of Taman to Tunisia (the port of La Skhirra).
In August 2023, on behalf of GMS Trading Middle East DMCC, the tanker IMO 9374416 was used to export a shipment of russian petroleum products (nearly 30,000 tons, respectively) from the russian port of Tuapse to Turkey; the shipper of the cargo was the sanctioned russian company PJSC Oil Company Rosneft.
In December 2023, the vessel exported in total almost 268,500 barrels of russian petroleum products (sold by PJSC "Surgutneftegaz") from the port of Ust-Luga to Jamaica.
In July 2024, the tanker exported over 246,000 barrels of russian petroleum products (sold by PJSC Oil Company Rosneft) from the port of Tuapse to a transshipment area near Greece, where in August 2024 it carried out an STS transfer of cargo to tanker IMO 9247443 (under sanctions since May 2025).

In March 2025, the tanker IMO 9374416 exported approximately 224,000 barrels of russian petroleum products (sold by PJSC Oil Company "Rosneft") from the port of Tuapse to Ivory Coast, where it performed an STS transfer to tanker IMO 9607643.
In May 2025, the vessel exported approximately 224,000 barrels of russian petroleum products (seller: PJSC Oil Company "Rosneft") from the port of Taman to Egypt (port of El Dekheila).

During the enforcement of the G7 and EU embargo and price cap on russian crude oil / petroleum products, tanker IMO 9397456 has been actively engaged in the export of russian crude oil / petroleum products since November 2024.
It has operated from russian ports in the Black Sea and Baltic Sea, including port calls at russian ports of Novorossiysk and Vysotsk, while employing deceptive shipping practices – specifically, disabling Automatic Identification System (AIS) and maintaining prolonged dark activity off the coast of Novorossiysk.
The vessel has called at the Sheskharis terminal at Novorossiysk, with documented activity in December 2024. The Sheskharis terminal is a transshipment hub and the terminus of trunk pipelines operated by JSC "Chernomortransneft" (АО "Черномортранснефть", TIN 2315072242), which is sanctioned by the United States.
The company is a subsidiary of the sanctioned russian PJSC "Transneft" (ПАО "Транснефть", TIN 7706061801).
In October 2025, the tanker transported nearly 33,000 tons of russian-origin petroleum products from the Sheskharis terminal in the port of Novorossiysk (russian federation) for export to Tunisia. The shipper was the sanctioned company PJSC Lukoil, and the charterer was Litasco.
Since December 13, 2025, Ukraine has imposed sanctions on the vessel.
On February 21, 2026, Ukraine imposed sanctions on the master of the vessel.
