Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

Actions to be taken:
  • to sanction the vessels on the list below, as well as all related companies and individuals (owners, operators, managers, executives, senior crew members)
  • to prohibit the entry of such vessels into ports, territorial waters, EEZs and international straits, and the sale of spare parts for them
 
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services
  • to involve financial and specialized institutions in the gathering of evidence, to publish the results of investigations, and to apply real penalties, including significant fines

The vessel VICTORIA K has been engaged in the export of Ukrainian grain and coal from the temporarily occupied territories of Ukraine. It routinely employs deceptive shipping practices near the Kerch Strait and within Ukrainian territorial waters in the Sea of Azov. Between 2024 and 2025, the vessel transported over 20,000 metric tons of coking coal from the temporarily occupied Ukrainian port of Mariupol using the following sanctions-evasion routing scheme: the vessel formally called at the russian port of Temryuk, then disabled its Automatic Identification System (AIS) and sailed to Mariupol for loading. After loading, it returned to Temryuk with cargo, reactivated AIS, and then proceeded to its final destination. In one documented case in May 2025, IMO 1041348 exported approximately 7,500 metric tons of wheat from the temporarily occupied Ukrainian port of Berdyansk (Zaporizhzhia Oblast) to Egypt. Technical management of the vessel is carried out by the russian company OOO "Krechet" (ООО "Кречет", TIN 6167197524, Rostov Oblast). The company’s former director, Alexander Soldatov (Александр Солдатов, TIN 614104187473), has served as the acting director – since 27 July 2023 – of the occupation-established "Mariupol Sea Port Administration" (Государственное Унитарное Предприятие Донецкой Народной Республики "Администрация морского порта города Мариуполя", TIN 9310000303). OOO "Krechet" also manages three additional vessels (IMO 9045601, IMO 9419084, IMO 9454125) involved in the export of Ukrainian coal from Mariupol.

During the enforcement of the G7 and EU embargo and price cap on russian oil and petroleum products, the tanker CHEM NICHOLAS has been actively engaged in the export of russian-origin oil and petroleum products. Its operations include ship-to-ship (STS) transfers conducted near European countries. The vessel regularly disables its Automatic Identification System (AIS) and engages in dark activity in the area of the Kerch Strait and near russian ports in the Black Sea. The tanker has made port calls at terminals in the temporarily occupied Crimean Peninsula of Ukraine, including the port of Kamysh-Burun in May 2025. In March 2025, the vessel departed laden from the russian port of Tuapse, where a production facility – comprising the Tuapse Oil Refinery and a maritime terminal, owned by the sanctioned PJSC "NK "Rosneft" (ПАО "НК "Роснефть") – is located. In April 2025, in waters in the vicinity of Cyprus, CHEM NICHOLAS carried out STS transfers with two tankers: IMO 9607643 and IMO 9247443. The latter had operated between July 2024 and May 2025 as an offshore STS hub for russian oil and petroleum products in the vicinity of Greece and Cyprus. These cargoes were primarily shipped from the russian ports of Tuapse, Novorossiysk, and the Taman transshipment complex. Since May 2025, the tanker IMO 9247443 has been subject to sanctions. Earlier, in August 2023, on behalf of GMS Trading Middle East DMCC, CHEM NICHOLAS transported a cargo of nearly 30,000 metric tons of russian petroleum products from Tuapse to Turkey. The sanctioned russian company PJSC "NK "Rosneft" acted as the consignor.

During the enforcement of the G7 and EU embargo and price cap on russian oil and petroleum products, the tanker NORDIC has been actively engaged in the export of russian-origin oil and petroleum products from russian ports in the Baltic Sea (2023–2025) and the Black Sea (2023). The vessel routinely disables its Automatic Identification System (AIS) and conducts dark activity near russian Baltic ports. The tanker is also involved in high-risk operations, including ship-to-ship (STS) transfers of russian cargo near European countries. In April 2025, after departing laden from the russian port of Vysotsk in March, NORDIC (deadweight of over 72,000 tons) conducted STS transfers near Malta with tankers IMO 9314868 (deadweight over of 37,000 tons) and IMO 9263198 (deadweight of 40,000 tons), the latter having been sanctioned since May 2025. Following the transfers, IMO 9314868 discharged its cargo at the port of Bakar (Croatia), while IMO 9263198 unloaded at the Baniyas Oil Terminal (Syria). In March 2025, NORDIC bunkered the sanctioned vessel IMO 9109081 at the russian port of Kronstadt. In May 2023, the tanker transported a cargo of nearly 30,000 metric tons of russian petroleum products from Tuapse. The shipment originated from a production facility that includes the Tuapse Oil Refinery and maritime terminal owned by the sanctioned PJSC "NK "Rosneft" (ПАО "НК "Роснефть"). The consignor was Amur Trading FZCO, and the consignee was Tejarinaft FZCO. Since February 2023, the vessel has been managed by the Greece-based company IMS SA, whose fleet as of 30 June 2025 includes 28 oil tankers, some of which are also involved in transporting russian-origin oil and petroleum products. IMS SA is a well-known ship management company specializing in the operation of oil and chemical tankers.
