Justification
Vessel information
Since December 2023, during the enforcement of the G7 and EU embargo and price cap on russian oil and petroleum products, the tanker MARQUISE has been actively engaged in the export of russian-origin oil and petroleum products.
The vessel routinely engages in deceptive shipping practices, including dark activity (AIS disabled) in the vicinity of the Kerch Strait and in the ports of the temporarily occupied Crimean Peninsula of Ukraine. The tanker has made port calls to terminals in the occupied peninsula, including the ports of Kamysh-Burun and Feodosia in May and June 2025.
In August 2024, operating under a charter by Tupras Turkiye Petrol Rafinerileri A.S., MARQUISE transported over 30,000 metric tons of russian petroleum products from the russian port of Tuapse to Turkey. The Tuapse terminal houses a production facility – comprising the Tuapse Oil Refinery and a maritime terminal – owned by the sanctioned russian company PJSC "NK "Rosneft" (ПАО "НК "Роснефть"). The consignor of the shipment was also Tupras Turkiye Petrol Rafinerileri A.S.
The vessel is operated by Lidoil DMCC (UAE), whose fleet as of 30 June 2025 includes one other tanker, IMO 9266750, which is considered part of the russian shadow fleet and has been subject to sanctions since May 2025.
