The tanker is intended to be used as one of seven shuttle tankers for year-round supply of Arctic oil from the Novoportovskoye field from the Gulf of Ob to the Nord transshipment complex in the Murmansk seaport for further shipment to larger tankers for export. The vessel is also involved in the transportation of russian Arctic oil from the Novoportovskoye field to China.
The tanker is affiliated with the sanctioned PJSC Sovcomflot, russia's largest state-owned shipping company for servicing and supporting offshore hydrocarbon production, transportation of russian crude oil, oil products, and liquefied natural gas. The major charterers of PJSC Sovcomflot's vessels are russia's largest oil and gas companies and traders. PJSC Sovcomflot is involved in servicing major oil and gas projects in russia: Sakhalin-1, Sakhalin-2, Varandey, Prirazlomnoye, Novy Port, Yamal LNG and others.
On January 10, 2025, USA imposed sanctions on the vessel as a property in which the sanctioned russian PJSC Sovcomflot has an interest.
Since September 12, 2025, the United Kingdom has imposed sanctions on the vessel.
Since December 19, 2025, the EU has imposed sanctions on the vessel.
Since January 13, 2026, Switzerland has imposed sanctions on the vessel.
On February 19, 2026, Canada imposed sanctions on the vessel.

The tanker of the Shturman series was built by order of the sanctioned PJSC Gazprom Neft.
The tanker is involved in the transportation of russian oil (Novy Port grade) from the Novoportovskoye oil and gas condensate field (the flagship asset of the sanctioned Gazprom Neft) to the FSO Umba floating oil storage facility through the Arctic Gate oil loading terminal.
The tanker is owned and operated by the russian company Gazpromneft Shipping LLC. Gaspromneft Shipping LLC is the shipowner and operator of Arctic tankers, icebreakers and bunkers of the sanctioned Gaspromneft Marine Bunker LLC, a subsidiary of the sanctioned Gazprom Neft PJSC, which is the operator of the bunker business of the sanctioned russian Gazprom Neft PJSC.
On January 10, 2025, USA imposed sanctions on the vessel as property in which Gazpromneft Marine Bunker LLC has an interest.
On May 20, 2025, the EU imposed sanctions, which will enter into force on May 21, 2025, on the tanker for the transportation of crude oil/petroleum products originating in or exported from russia, using irregular high-risk shipping practices as specified in the International Maritime Organization General Assembly Resolution A.1192(33).
On June 03, 2025, the sanctions imposed by Switzerland on the vessel came into force.
On July 21, 2025, the United Kingdom imposed sanctions on the vessel.
On February 19, 2026, Canada imposed sanctions on the vessel.

The vessel calls at ports in the temporarily occupied territories of Ukraine.
The vessel is owned by the sanctioned russian company JSC "DTLK" (TIN 7720261827) - the largest leasing company for aviation, water, rail, and urban passenger transport in russia, included in the list of systemically important organizations of the russian economy, controlled by the Ministry of Transport of the russian federation.
The ship is managed by the sanctioned LLC "Rowswood Shipping" (TIN 6167088540), a shipping company specializing in the logistics of petroleum products with its own fleet. The founder of Rowswood Shipping LLC is Yug Energo LLC (TIN 6167088571). The managing company of Rowswood Shipping LLC is the sanctioned company NZNP Management JSC (TIN 9725007881), affiliated with NZNP JSC (one of the largest suppliers of petroleum products in southern russia, TOT Ukraine).
In April 2023, the US imposed sanctions on vessels (including the Sanar-9) associated with JSC DTLK and its CEO, Dietrich Yevgeny Ivanovich.
