The tanker, during the period of the G7 and EU oil embargo and the price cap policy on russian crude oil, is involved in the export of russian Urals and ESPO crude oil to China and India from the russian ports of Primorsk and Ust-Luga on the Baltic Sea, and Kozmino in the Pacific region on behalf of PJSC Lukoil, PJSC Gazprom, and PJSC Surgutneftegaz.
The tanker is also involved in the transportation of Iranian petroleum products. Since early 2024, the tanker has transported tens of thousands of metric tons of fuel oil on behalf of the sanctioned National Iranian Oil Company (NIOC) to China.
The international non-governmental organization Greenpeace classifies the tanker as part of russia’s shadow fleet.
On March 13, 2025, the United States imposed sanctions on the vessel as part of restrictions targeting Iran’s oil and petrochemical sectors.
On December 19, 2025, and January 13, 2026, the EU and Switzerland, respectively, imposed sanctions on the tanker for transporting crude oil, petroleum products, or mineral products originating in or exported from russia, as well as for engaging in high-risk shipping practices as defined by Resolution A.1192 (33) of the General Assembly of the International Maritime Organization.
On December 13, 2025, Ukraine imposed sanctions on the vessel.
On February 24, 2026, the United Kingdom imposed sanctions on the vessel.
On June 12, 2026, Canada imposed sanctions on the tanker.
The tanker engages in deceptive shipping practices by manipulating its identifying information—its name and flag state.
