According to the German Federal Criminal Police Office, it belongs to the sister of the sanctioned russian oligarch Alisher Usmanov, the founder and major shareholder of USM (assets in the mining and metallurgy industry - Metalloinvest, Baikal Mining Company, telecommunications - Megafon, Mail.ru Group, the Internet industry, the technology sector - CDPT, and other assets).
Named after Usmanov's mother, the yacht is believed to be worth between $600 million and $735 million. "Dilbar" has two helipads and one of the world's largest indoor swimming pools ever installed on a yacht. The estimated cost of operating the yacht is $60 million per year.
In March 2022, USA imposed sanctions on "Dilbar".
In March 2024, the German Federal Criminal Police Office, at the request of Usmanov's lawyers, removed the statements that the yacht belonged to his sister.
