Pro-Kremlin oligarch with particularly close ties to russian president putin. The founder and largest shareholder of the USM holding, whose assets include one of the world's leading iron ore producers, Metalloinvest, Udokanskaya Med, the mobile phone operator Megafon, one of the largest cement producers, Akkermann Cement, and the russian part of the Ali Express website. The holding also owned the leading platforms for spreading russian propaganda, such as Odnoklassniki, VKontakte and Mail.ru. Usmanov's assets also include the Kommersant publishing house, which is a censored russian media outlet. The Ugarov OEMK company, part of Metalloinvest, supplied billets to the Izhevsk Mechanical Plant, a small arms manufacturer and supplier to the Kalashnikov concern. Ural Steel supplied sheet metal to Uralvagonzavod, a manufacturer of tanks and other armoured vehicles. Megafon provided communications services to dozens of military units of the ministry of defence, the rosgvardia and many defence companies in russia.

According to the German Federal Criminal Police Office, it belongs to the sister of the sanctioned russian oligarch Alisher Usmanov, the founder and major shareholder of USM (assets in the mining and metallurgy industry - Metalloinvest, Baikal Mining Company, telecommunications - Megafon, Mail.ru Group, the Internet industry, the technology sector - CDPT, and other assets). Named after Usmanov's mother, the yacht is believed to be worth between $600 million and $735 million. "Dilbar" has two helipads and one of the world's largest indoor swimming pools ever installed on a yacht. The estimated cost of operating the yacht is $60 million per year. In March 2022, USA imposed sanctions on "Dilbar". In March 2024, the German Federal Criminal Police Office, at the request of Usmanov's lawyers, removed the statements that the yacht belonged to his sister.
