Justification
Vessel information
The vessel VICTORIA V has been involved in the export of coking coal from the temporarily occupied Ukrainian port of Mariupol using a repeated evasion scheme: the vessel first makes a formal port call at the russian port of Temryuk, then disables its Automatic Identification System (AIS) before sailing to Mariupol for loading. After taking on cargo, the vessel returns to Temryuk, reactivates AIS, and proceeds to its actual destination.
The vessel routinely engages in prolonged dark activity (AIS disabled) in Kerch Strait area, in the Sea of Azov near the strait, and within the Temryuk Bay.
