Justification
Vessel information
During the G7+ oil embargo and price cap policy on russian crude oil, the tanker is involved in the export of russian crude oil from the russian ports of Ust-Luga, Primorsk, and Murmansk (sellers of wet cargoes PJSC "NK "Rosneft," PJSC ‘Lukoil’) mainly to India, resorting to the practice of turning off the AIS signal and conducting so-called "dark activities" at sea.
The oil tanker is affiliated with OPEC Petrol Transportation Co Ltd (Vietnam) as the former owner and commercial manager of the vessel. This company is associated with the trade of Iranian and Venezuelan oil in 2021 with its own fleet.
The international non-governmental organization Greenpeace refers to the tanker as a shadow fleet of tankers transporting russian oil around the world and threatening the environment.
On October 25, 2024, the United Kingdom imposed sanctions on the tanker as part of restrictions on the russian shadow fleet.
On February 21, 2025, Canada imposed sanctions on the vessel.
Since July 20, 2025, the EU has imposed sanctions on the tanker for transporting crude oil/petroleum products originating in or exported from russia, using irregular shipping practices with a high degree of risk, as specified in Resolution A.1192 (33) of the General Assembly of the International Maritime Organization.
On August 12, 2025, Switzerland imposed sanctions on the vessel.
On December 4, 2025, Australia imposed sanctions on the tanker.
On December 13, 2025, Ukraine imposed sanctions on the vessel.
On February 20, 2026, New Zealand imposed sanctions on the vessel.
