Stealers of heritage

Since 16 December 2021, she has been the so-called Minister of Culture of the Republic of Crimea. According to her official duties, Manezhina:
- implements the state targeted programmes of the russian federation, an element of which is the implementation of archaeological works in the territory of the Republic of Crimea, the illegal transfer of cultural property of Ukraine;
- Issues orders on approval of administrative regulations by the Ministry of Culture of the Republic of Crimea for the provision of state services on issuing permits for the development of protection zones for cultural heritage sites of the Republic of Crimea;
- provides and facilitates the issuance of permits (open letters) for scientists to conduct archaeological work in the territory of the Republic of Crimea,
- provides funding and other material and technical support for the activities of archaeologists,
- holds meetings and substantive discussions with young people on contemporary cultural and youth policy in the russian federation.
Since 2016, T.A. Manezhina has been holding regular meetings on issues related to archaeological research of objects of cultural significance, in particular, the ‘Complex of the fortress and cave city "Mangup-Kale".
In 2022, as part of a working trip, she visited the Scythian Naples Historical and Archaeological Museum-Reserve, emphasising the importance of the complex of works carried out to improve and adapt the "object of cultural heritage of federal significance" for modern use, create tourist infrastructure and comfortable conditions for visitors.
Manezhina regularly attends, organises and supervises exhibitions and other events, such as the Crimean Scientific Readings dedicated to the 100th anniversary of the Alupka Palace and Park Museum-Reserve in 2022.

While serving as director of the "Mariupol Local History Museum", she organizes events aimed at legitimizing the russian occupation of Ukrainian territories, in particular through the implementation of presidential cultural and educational projects, and also disseminates russian propaganda narratives regarding the war against Ukraine.
From October 1 to 3, 2025, at the behest of the President of the russian federation, the "Azov Development Forum: The Economy of Novorossiya" took place on the premises of the museum headed by Bozhko, which included a roundtable discussion titled "On the History of the Special Military Operation". The event was attended by representatives of the occupying authorities and leaders of the russian Historical Society. In addition, Bozhko personally led a tour of the museum for forum visitors, during which she showcased the new exhibition "The Economy of Novorossiya: A Century of Creative Movement".
In May 2026, the museum launched an online exhibition titled "Heroes—Liberators of Mariupol", which tells the story of russian military personnel who allegedly "liberated Mariupol from Ukrainian nationalists".
On June 12, 2026, Bozhko gave an interview to the russian propaganda news agency TASS, in which she claimed that the old building of the Mariupol Local History Museum had been "destroyed by Ukrainian Armed Forces militants."

In 2022, she facilitated a propaganda exhibition dedicated to Kherson, which was positioned as a story of "returning to the native harbour".
Bratchenko cooperated with the occupiers, actively participating in propaganda activities. She publicly spoke in support of the occupation of Kherson.

Appointed by the occupation authorities as the so-called "acting Minister of Culture of the Kherson region". He facilitated the illegal removal of museum collections from the Kherson Museum of Cretaceous Art to the Tavrida Museum in Simferopol. In August 2023, Kuzmenko said that the museums of the region would be replenished with new exhibits.
As the so-called "acting Minister of Culture" and representative of the occupying authorities of the Kherson region, he ensures the implementation of the policy of indoctrination and integration into the educational and cultural space of russia for children and youth from temporarily occupied territories of Ukraine by supporting propagandist cultural and mass events in the temporarily occupied territory of the Kherson region.
In particular, within the period from November 1, 2022, to December 1, 2023, as part of the implementation of the social and economic development program by the so-called "Ministry of Culture of the Kherson region" under the leadership of Alexander Kuzmenko, cultural and educational programs were organized and conducted in Moscow and St. Petersburg for 1,100 children from the Kherson region. The library funds of cultural institutions were also replenished through contributions from russian "chief regions," the All-russian Book Union, russian parties, and subsidies from the federal budget, with more than 1.1 million copies of books added.

In August 2023, Kuzmenko stated that libraries in the Kherson region were stocked with textbooks and books in russian, museums received exhibits, and music schools in the Kherson region started operating under new requirements. According to him, children began attending these educational institutions more often because playing works of russian classics is a great honor for them.
As part of cooperation with the minister of the Moscow government and the head of the Department of Culture of Moscow, he promotes the provision of budget places for students from the Kherson region in higher education institutions of culture and arts in Moscow.

In July 2022, she was appointed by the occupation authorities as the so-called "director" of the Kherson Art Museum. She took part in the organisation of the propaganda exhibition "Kaliningrad-Kherson Forever Together". At the opening of the exhibition, she noted that now "we are not just neighbours, we are now relatives". She contributed to the removal of cultural property from the art museum by the occupiers.

In accordance with his official duties, the Director of the Federal State Budgetary Institution of Culture of the russian federation "State Hermitage" M. B. Piotrovsky:
- implements the state targeted programmes of the russian federation, which include archaeological work in the occupied territories of Ukraine and the illegal transfer of Ukrainian cultural property;
- provides mandatory cover letters to scientists (representatives of the Hermitage) in order to obtain open letters for archaeological work in the occupied territories of Ukraine;
- Provides funding and other logistical support for the activities of expeditions and individual Hermitage staff in the occupied territory of Ukraine.
As the director of the Hermitage, from 2014 to 2023, Piotrovsky facilitated the receipt of at least 53 open letters for employees to conduct archaeological work in the occupied territory of Ukraine.

It is known that in 2021, this person received a permit from the Ministry of Culture of the russian federation for illegal archaeological work on the territory of the temporarily occupied Crimean peninsula. The person participated in the excavations of the site "Toben Sarai Settlement and Necropolis".

From 2017 to 2019, received 45 permits from the Ministry of Culture of the russian federation for illegal archaeological work on the territory of the temporarily occupied peninsula of Crimea. Participated in excavations: "Settlement near the village of Stroganovka" in Simferopol district of the Republic of Crimea, "Archaeological complex "Ancient city of Nymphaeus", "Veseloye-2 barrow", "Aeroflotsky barrow", "Rodnikovo barrow" in Simferopol district of the Republic of Crimea, "The boundary wall in the area "Autobat", "Line of fortifications of French troops on the Heraclean Peninsula, 1855", "Settlement on ancient land plots № 325326", "Antique manor house on ancient land plot № 380" in Sevastopol, "Plot of the boundary wall in the Cossack Bay".

Involved in illegal archaeological excavations in 2017 and 2018 in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol, namely the Zhivopisnoye 1 burial ground and the Muslim burial ground of Kyrk-Azizler

Carried out illegal cultural and chronological determination of archaeological material discovered during the occupation archaeological excavations of the Prymorsky Severo-Zapadnoye settlement

Participated in the "research" of fortifications of the Genoese Republic period (the project "Genoese fortresses of Crimea and the Black Sea-Azov basin" was implemented by the russian Geographical Society and the Italian NGO "Italia Nostra")
