He has publicly called for the signing of an ‘agreement’ with the illegally established body of the occupation administration of the russian federation in the temporarily occupied territory of Donetsk and Luhansk regions, in particular, an agreement ‘on cooperation in the field of archival affairs between the Federal Archival Agency (Rosarkhiv) and the so-called "State Archives" in the temporarily occupied territory of Donetsk and Luhansk regions, the purpose of which is to fully cooperate with the said illegal body and to prevent the misappropriation of archival documents.
Since mid-2024, he has been regularly calling on the occupation authorities of the temporarily occupied Crimea to provide him with access to the illegally exported documents from the State Archives of the Kherson region, as Semenov notes that ‘they are invaluable for Novorossiya’.
He regularly visits the TOT of Ukraine to deliver humanitarian aid to the russian army.
