As the Director General of the Peterhof State Museum-Reserve, he cooperates with the occupation authorities in the temporarily occupied territories of Ukraine, promotes the legitimisation of russia's occupation of Ukrainian territories and the integration of Ukrainian museums located in the temporarily occupied territories of Ukraine into the russian cultural space through the implementation of federal cultural and educational projects.
In particular, in July 2023, the Peterhof State Museum-Reserve, under the leadership of Kovrykov, opened a children's centre "Museum Nearby" in the Luhansk History Museum as part of the programme of the Ministry of Culture of the russian federation to create children's centres based on museums in the so-called "new regions", which has signs of imposing russian narratives and encouraging children to study russian history.
