He holds the position of Head of the Field Research Department of the Institute of Archeology of the russian Academy of Sciences (IA RAS), an organisation sanctioned in accordance with the Decree of the President of Ukraine of 12.05.2023 No. 280/2023. In accordance with his official duties, he considers all requests received by the IA RAS for a permit (open letter) to conduct archaeological work that have been previously checked by representatives of the Ministry of Culture of the russian federation. Between 2014 and 2023, Maslennikov approved 1359 permits (open letters) for illegal archaeological work in the occupied territories of Ukraine.
