According to the annual report of the Children's Rights Commissioner in the Rostov Region for 2022, temporary accommodation points were organized at three camps in the Rostov Region for citizens arriving from the so-called 'L/DNR' and Ukraine.
According to the report of the Rostov Region government for 2022, children's camps accepted more than 2,200 children from 'Donbass and Ukraine,' and 1,184 children 'without legal guardians' were placed under preliminary guardianship. Additionally, according to the Ministry of Education data for 2022, 534 children were placed under guardianship. More than 500 children from orphanages and boarding schools 'evacuated from Donbass' were accommodated in the sports and health complex 'Romashka' in the Rostov Region, out of which 27 children were placed under 'temporary guardianship' in Moscow foster families under the supervision of russian officials.

As an Ombudsman for Children's Rights in the Yamalo-Nenets Autonomous district, she supports and actively pursues putin's policy of deporting Ukrainian children who have been displaced from the temporarily occupied territories of Ukraine to the territory of the Yamalo-Nenets Autonomous district. He is actively involved in the transfer of Ukrainian orphans to russian families. In particular, 17 children from Ukraine were placed under guardianship in the Yamalo-Nenets Autonomous district.

As Commissioner for Human Rights of the Chechen Republic, he is directly responsible for the policy of forced displacement of Ukrainian citizens into the territory of the russian federation, namely for the illegal placement of “refugees” in the region, including children from the territory of Ukraine.
Under the leadership of Kadyrov, as human rights commissioner in the Chechen Republic, a working group has been set up to assist in the placement of “refugees” from the so-called "L/DNR" and Ukraine on the territory of the Chechen Republic. On Kadyrov's instructions, in February 2022 he ensured the creation of conditions in the region for the accommodation of 1.5 thousand people forcibly transported from the temporarily occupied territories of Ukraine. For this purpose, four temporary accommodation points were organized: on the basis of children's health camps “Svetlyachok” and “Gorny Klyuch” in the Shalinsky district, “Gorny Benoy” in the Nozhai-Yurtovsky district, as well as the Center for Social Rehabilitation and Recuperation of Minors in the Shelkovsky district. A volunteer group of more than 150 activists has been organized to work with “refugees” taken from Ukraine.
It is directly involved in processing new documents and organizing the education of forcibly removed Ukrainian children in educational institutions of the Chechen Republic.

As the Children's Rights Commissioner in the Ulyanovsk Region, he supports and actively implements putin's policy regarding the deportation of Ukrainian children who were moved from the temporarily occupied territories of Ukraine to the territory of the Ulyanovsk Region. Media reports highlight Smorodova K.V.'s meeting at the Likhaya-Ulyanovsk station with 15 wagons carrying nearly 700 'refugees' from Donbass, half of whom are children. He actively participates in the passportization of Ukrainians from the temporarily occupied territories of Ukraine.

She suggested that Voronezh region should become one of the ten pilot regions where work will begin to reduce the number of children in orphanages of the so-called “DPR” and “LPR”. During her working visit to Voronezh region , the russian Presidential Commissioner for Children's Rights, Maria Lvova-Belova, inspected social facilities where children from the so-called DPR and LPR live and signed a protocol of intent to conclude a trilateral agreement on cooperation with the DPR and LPR Commissioners for Children's Rights, Eleonora Fedorenko and Yulia Nazarenko, the Children's Rights Commissioner in Voronezh Oblast. As of March 2022, about 1.5 thousand children from the so-called “DPR” and “LPR” arrived in the region (school-age boys were placed in educational institutions, while preschoolers were taught in temporary refugee accommodation centers. There were orphans among the children who arrived in the region).

As the Children's Rights Commissioner in the Tver Region, supporting and actively implementing putin's policy on deporting Ukrainian children from the temporarily occupied territories of Ukraine to the Tver Region. According to the statement of the Children's Rights Commissioner in the Tver Region: 'Families in the Upper Volga region can become new moms and dads for orphans who have come to the region from the Donetsk and Luhansk People's Republics.'

The Tver Region has been included in the all-russian register of those willing to take guardianship of children from the temporarily occupied territories of Ukraine. In this region, the social and household arrangement of citizens evacuated from the temporarily occupied territories of Ukraine is regulated by the resolution of the government of the Tver Region dated 05.03.2022 No. 165-pp 'On providing temporary social and household arrangement for citizens permanently residing in the territory of Ukraine, as well as in the territories of the subjects of the russian federation where the maximum and average levels of response are introduced, who have been forced to leave residential premises and are located in the territory of the Tver Region, including in temporary accommodation points.' From these territories, 454 people were relocated to the Tver Region in 2023, and 3,144 people in 2022. There are still 10 temporary accommodation points in the region, where 460 people reside (374 people in 2022)."

As the Ombudsman for Children's Rights in the Sverdlovsk region, she supports and actively pursues putin's policy of deporting Ukrainian children who were displaced from the temporarily occupied territories of Ukraine to the territory of the Sverdlovsk region, facilitating the placement of Ukrainian children in local families and educational institutions.
In particular, the media reported that 214 children temporarily evacuated from Donbas arrived in the Sverdlovsk region, including 82 preschool children, 129 school-age children, 20 children went to school in Yekatirenburg, 57 children went to schools in the region, and 23 children were enrolled in kindergartens.
In April 2023, he signed a cooperation agreement with Eleonora Fedorenko, the adviser to the so-called head of the “DPR” on children's rights. He also cooperates with the occupation authorities of the so-called “LPR”, in particular in ensuring the participation of Ukrainian children in the project of the “Principality” gathering held in July in the Sverdlovsk region and organized by the Ural Federal Branch of the Brotherhood of Orthodox Pathfinders and the Youth Department of the Yekaterinburg Diocese of the Russian Orthodox Church, as well as the development of children's and youth movements in the temporarily occupied territories of Ukraine.

As the Commissioner for Children's Rights in the Moscow Region, she took an active part in the implementation of Putin's policy regarding the forced relocation of Ukrainian citizens to the territory of the Russian Federation, including children from the territory of Ukraine, and the adoption of forcibly displaced Ukrainian children into Russian families.
