On February 25, 2022, while in the position of the Commissioner for Human Rights, he took part in a meeting "on issues of observing the rights of citizens of the DPR and LPR who arrive on the territory of the russian Federation". Moskalkova, ombudsmen from all regions of the russian federation discussed additional tools for "supporting persons evacuated from the Donetsk and Luhansk People's Republics". In fact, before the development of the humanitarian crisis related to the russian invasion of Ukraine, Shilov, together with other regional ombudsmen, participated in the deportation of the civilian population from the temporarily occupied territories of Ukraine.
