He promotes indoctrination and integration into russia's educational and cultural space of children and youth from the temporarily occupied territories of Ukraine.
On November 30, 2022, personally met with 20 children from the so-called 'LNR' who arrived in the region, and got acquainted with their foster parents. It was officially announced that orphaned children from the so-called 'LNR' would live in new families in the Gatchinsky, Kirishsky, Vsevolozhsky, and Lodeynopolsky districts of the region.
During the summer of 2022, made several visits to the temporary accommodation point for 'refugees' from Ukraine in the Tsaritsyno settlement, particularly focusing on organizing further education for Ukrainian children in russian educational institutions. Facilitated the enrollment of 6 Ukrainian children who were evacuated to the region from the territories outside Ukraine into higher educational institutions in Saint Petersburg and the Leningrad Region, while the remaining children were enrolled in vocational education institutions and secondary education institutions.
