Participates in an organized mechanism of mass abduction, illegal deportation, and forced relocation of Ukrainian citizens, including children, from temporarily occupied territories of Ukraine to russia through a demonstrative presentation of the distribution of humanitarian aid, the so-called "evacuation" of Ukrainian children from temporarily occupied territories of Ukraine to points of temporary placement, organizing "recreation, rest, and education" on the territory of russia or TOT of Ukraine, aiming to disseminate information about the "peacekeeping and humanitarian" goals of russia, attempting to create a demonstratively positive image of russia as a "peacekeeping country" to cover up mass deportation and genocide of Ukrainians and their children.
Utilizes its premises as a point of temporary accommodation for unlawfully transported children from temporarily occupied territories of Ukraine to russia.
