The russian financial sector is one of the key components of the russian federation’s capacity to wage war against Ukraine. Russian banks serve enterprises of the military-industrial complex (MIC), provide financial support for state defense contracts, disburse pay and bonuses to servicemen of the russian armed forces, operate in the temporarily occupied territories of Ukraine.
Banks and other financial institutions in the russian federation are directly involved in the creation and development of a parallel payment infrastructure (including the use of virtual assets) for conducting cross-border payments – particularly in the interests of the russian military-industrial complex – by engaging entities from “friendly” jurisdictions to bypass the traditional financial system.
Priority actions for the international community
  • synchronize sanctions against the russian financial sector and infrastructure
  • restrict cooperation with Russian financial institutions subject to sanctions and impose secondary sanctions and other penalties on violators
Measures for banks and financial institutions
  • review and strengthen internal compliance procedures and KYC procedures to identify direct and indirect links between customers/counterparties and correspondent banks and the Russian military-industrial complex (MIC) and law enforcement agencies, as well as activities in the temporarily occupied territories of Ukraine
  • prevent financial transactions from being conducted in the interests of the Russian military-industrial complex and in circumvention of the applicable restrictions
