The Chairman of the Coordination Council is the current Prime Minister of the russian federation, Mikhail Mishustin. Deputies:
• Denis Manturov, First Deputy Prime Minister, responsible for the supply of all types of weapons and military equipment, communications equipment, and military personnel's clothing;
• Dmitriy Grigorenko, Deputy Prime Minister and Chief of Staff, responsible for regulatory, financial and general issues.
The council is composed of the ministers of finance, industry and trade, defense, internal affairs, civil defense, emergencies and disaster relief, directors of the federal security service, national guard, foreign intelligence service, officials from the government and presidential administration, heads of the federal tax service, the main department of special programs and Moscow mayor Sergei Sobyanin, who coordinates security measures in the constituent entities.
Responsibilities:
• coordination of actions of federal executive authorities and executive authorities of the constituent entities of the russian federation to ensure that the needs of the armed forces of the russian federation;
• resolving issues related to the provision of the armed forces of the russian federation with weapons, military and special equipment, material means and resources, including the performance of works and provision of services for these purposes;
• determining the target task of ensuring the needs of the armed forces of the russian federation during the invasion of Ukraine, key areas and terms of fulfillment of such a task, as well as control over its implementation;
• formulation of a plan for fulfilling the target task of ensuring the needs of the armed forces of the russian federation;
• determining the amount and direction of budgetary funds for the supply of goods, works and services to meet the needs of the armed forces of the russian federation;
• assistance in the creation of military infrastructure facilities, in particular in the equipment of barracks, places of deployment of troops (forces), training grounds, training bases and social facilities;
• preparation of proposals for the selection of suppliers (contractors, executors), subcontractors, and co-executors for the supply of goods, performance of works and provision of services to support the armed forces of the russian federation;
• coordination of digitalization, automation and information and analytical support in the field of defense, including the creation of databases of mobilization resources;
• organization of control over the supply of goods, works and services to meet the needs of the armed forces of the russian federation.
In terms of the scheme and mechanisms of its work, the Council is actually an analogue of the State Defense Committee, which was created in the USSR in 1941 due to the inability of the existing governing bodies to cope with the management of the military-industrial complex in the conditions of the war with Germany.
COORDINATION COUNCIL UNDER THE GOVERNMENT OF THE RUSSIAN FEDERATION TO MEET THE NEEDS OF THE ARMED FORCES, OTHER TROOPS, MILITARY FORMATIONS AND BODIES
A permanent body under the government of the russian federation to address current issues of the military-industrial commission. It was created to ensure the continuity of control and supervision over the military-industrial complex.
The composition of the Board is also approved by the president of the russian federation alone. The Board consists of the chairman, first deputy, deputy, chief of staff and members, including ministers, heads of law enforcement agencies, heads of departments of ministries and the presidential administration, mid-level officials of state military institutions and general designers of plants and institutes in the military-industrial complex, rectors of higher military educational institutions.
Responsibilities:
• coordination of activities of federal executive authorities on the implementation of state policy in the military-industrial complex, development of science and technology for the benefit of military-technical support of the country, state security and law enforcement;
• control over exports of military and dual-use products, mobilization preparation of the russian economy and formation of the state defense order;
• implementation of the Commission's decisions.
BOARD OF THE MILITARY-INDUSTRIAL COMMISSION
A permanent structural subdivision of the Ministry of Industrial Policy and Trade that performs regulatory, organizational and coordination functions in the field of military-industrial production.
The Department is headed by a Director who is appointed and dismissed by the Minister of Industry and Trade of the russian federation.
Responsibilities:
• development of proposals for the development of state policy and regulatory framework in the field of military-industrial complex, science and technology;
• ensuring coordination of work on the formation and implementation of state policy in the field of military-industrial complex development, including the formation and maintenance of a consolidated register of military-industrial complex organizations and a register of unique test facilities;
• ensuring that the Ministry fulfills the functions of the responsible executor and customer of state programs in the field of the Department's activity;
• coordination of the activities of the structural units of the Ministry on the formation, approval and notification of the State Defense Order (SDO) to the executing organizations within the scope of the Ministry's activities and ensuring its implementation, including coordination of the placement of orders for the supply of goods, works and services for research, development and technological works for state needs;
• organizing and coordinating the activities of the Ministry's structural units to assess the implementation of the draft State Armaments Program (SDO) by military-industrial enterprises and proposals of state customers to the draft SDO for weapons, military and special equipment;
• preparation of proposals to create conditions for technical re-equipment and technological development of industrial organizations to ensure the implementation of the SDO;
• participation in the implementation of the state policy by the Ministry of State Policy in terms of SDO expenditures, submission and coordination of the activities of these programs in accordance with the established procedure with the Military-Industrial Commission of the russian federation and the Ministry of Economic Development of the russian federation;
• organizing and coordinating the activities of the Ministry's structural subdivisions in preparing budget requests and the draft federal budget for the next fiscal year and planning period in terms of investment expenditures, standardization costs for defense products (goods, works, services) supplied under the SDO, as well as processes and other standardization objects related to such products, providing services for research, development and other expenses under state programs, under the state order, subsidies to military-industrial complex organizations for the purpose of implementing the state program within the Department's competence, and other types of subsidies to military-industrial complex organizations in accordance with the Department's competence, submitting and approving budget requests and the draft federal budget with the Ministry of Economic Development of the russian federation and the Military-Industrial Commission;
• organizing and coordinating the activities of the Ministry's structural subdivisions to implement mobilization training and mobilization of these subdivisions, as well as organizing the management of mobilization training of organizations whose activities are related to the activities of the Ministry or which are in its sphere of responsibility;
• ensuring that the Ministry provides a state service to issue a document confirming the duration of the production cycle of goods (works, services);
• participation in the development of the state policy on the use of the latest achievements in science and technology, organization of the acquisition of foreign scientific and technical information materials in accordance with the established procedure;
• implementation of counter-terrorism measures at the facilities within the jurisdiction and scope of the Department;

• coordination, within its competence, of Rosstandart's activities in the field of standardization in relation to defense products, as well as processes and other objects of standardization related to such products;
• realization of the Ministry's powers to ensure military-technical cooperation with foreign countries;
• ensuring coordination of the activities of state authorities and organizations in the field of military-economic cooperation with the member states of the Collective Security Treaty Organization (CSTO);
• mutual provision of supply of materials, semi-finished products, components, training and auxiliary equipment, technological and scientific and technical services for the manufacture of weapons and military equipment within the framework of cooperation of defense industries of the member states of the Commonwealth of Independent States (CIS);
• identification of organizations involved in the implementation of foreign trade contracts for the supply of military products;
• organization of work on diversification of production of high-tech civilian and dual-use products by military-industrial complex organizations;
• organization and coordination of work in the field of preservation and development of the military-industrial complex's human resources;
• organizing, in accordance with the established procedure, the creation of research and production units of the Russian armed forces for the benefit of military-industrial complex organizations;
• organization of work on the creation and development of a secure communication system and a single information space of the defense industry.
DEPARTMENT OF THE MILITARY-INDUSTRIAL COMPLEX OF THE MINISTRY OF INDUSTRY AND TRADE OF THE RUSSIAN FEDERATION
A permanent body established for analytical and expert support of the Commission's activities.
The composition of the Scientific and Technical Council is approved by the government. The Council consists of the chairman, deputy chairman and members.
The Scientific and Technical Council consists of mid-level officials of state military institutions and general designers of factories and institutes in the military-industrial complex, as well as rectors of higher military educational institutions.
Responsibilities:
• development of recommendations for the implementation of scientific, technical and innovation policy in the field of armaments, military and special equipment, production of high-tech dual-use products, basic and applied research aimed at improving the combat capability of the state and law enforcement agencies.
SCIENTIFIC AND TECHNICAL COUNCIL OF THE MILITARY-INDUSTRIAL COMMISSION
Permanent body that determines and implements state policy in the military-industrial complex, military-technical support, state security and law enforcement.
Since 2014, the Commission has been subordinated to the president of the russian federation (formerly the government), who is its chairman. The President alone approves the composition of the Commission and its action plan.
The Commission consists of the chairman of the Commission, the first deputy, deputies, secretary and members of the Commission - ministers closest to putin, heads of security agencies, and representatives of the presidential administration.
The Commission consists of:
• The Board of the Military-Industrial Commission - the executive body;
• The Scientific and Technical Council, which is responsible for the scientific and technical development of the defense industry.

• hearing representatives of federal executive bodies, heads of military-industrial complex organizations on issues related to the development, production, repair and utilization of weapons, military and special equipment, implementation of programs and plans in the field of military-technical support, state security and law enforcement, as well as on the development of the military-industrial complex and its scientific and production potential;
• giving instructions to federal executive authorities on issues related to the development, production, repair and utilization of weapons, military and special equipment;
• preparation of proposals for establishing personal liability of officials for failure to perform or improper performance of their duties related to the development, production, repair and utilization of weapons, military and special equipment;
• demanding and receiving in accordance with the established procedure from federal state authorities, state authorities of the constituent entities of the russian federation, other state authorities, military-industrial complex organizations, as well as from officials of these bodies and organizations, information, documents and materials necessary to ensure the activities of the Commission;
• involvement in the preparation of draft decisions of the Commission of representatives of federal government agencies, government agencies of the constituent entities of the russian federation, other government agencies, as well as representatives of defense industry organizations, the russian academy of Sciences and other organizations involved in the execution of the state defense order;
• control over the implementation of decisions of the board of the Military-Industrial Commission of the russian federation.
MILITARY-INDUSTRIAL COMMISSION
A permanent structural unit of the Presidential Administration of the russian federation, established in August 2024 to perform advisory functions and actually control the government's implementation of state policy in the defense industry, as well as military-technical cooperation with other states.
The Department is supervised by Alexey Diumin, assistant to the president of the russian federation.
The head of the department is appointed and dismissed by the president of the russian federation upon the proposal of the head of the presidential administration.
Responsibilities:
• ensuring the formation and implementation of the military-industrial policy by the president;
• preparation and submission of proposals to the president on the implementation of the military-industrial policy;
• participation in the preparation of proposals for the president on mobilization measures;
• assisting the president in ensuring coordination and interaction between state bodies in the military-industrial complex;
• participation in the preparation of proposals to the president on cooperation with other states in the military sphere in cooperation with the security council and the foreign policy department of the presidential administration;
• information and organizational support for the activities of the commission on military-technical cooperation between russia and other states.
PRESIDENTIAL ADMINISTRATION FOR STATE POLICY IN THE FIELD OF THE MILITARY-INDUSTRIAL COMPLEX
