Maritime logistics is critical for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned items, and trafficking in stolen goods. Aggressors transport weapons through international straits on civilian merchant ships. Fossil fuel exports, bypassing sanctions, are the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies - Syria, Iran, and the DPRK.

Actions to be taken:
  • to sanction the vessels on the list below, as well as all related companies and individuals (owners, operators, managers, executives, senior crew members)
  • to prohibit the entry of such vessels into ports, territorial waters, EEZs and international straits, and the sale of spare parts for them
 
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services
  • to involve financial and specialized institutions in the gathering of evidence, to publish the results of investigations, and to apply real penalties, including significant fines

The vessel is the property of the sanctioned russian company JSC GTLK (TIN 7720261827) - the largest leasing company of aviation, water, railway, urban passenger transport in russia, included in the list of system-forming organizations of the russian economy, controlled by the ministry of transport of the russian federation. The manager of the vessel is the russian company LLC "Rosewood shipping" (TIN 6167088540), affiliated with JSC GTLK, a shipping company specializing in the logistics of oil products with its own fleet. The founder of "Rosewood shipping" LLC is "Yug Energo" LLC (TIN 6167088571). The managing company of "Rosewood shipping" LLC is the sanctioned company JSC "NZNP Management" (TIN 9725007881), affiliated with JSC "NZNP" (one of the largest suppliers of petroleum products in the south of russia, TOT of Ukraine). In April 2023, USA imposed sanctions on vessels (including "Sanar-9") associated with JSC GTLK and its CEO, Ditrikh Yevgeniy Ivanovich.

It is involved in the transportation of russian crude oil during the period of the G7 and EU oil embargo on russian oil. The vessel transported russian oil from russian ports to third countries. The vessel was repeatedly recorded by the Monitoring Group of the Black Sea Institute for Strategic Studies and the BlackSeaNews editorial board as exporting russian crude oil. In particular, the facts of the vessel's participation in the transportation of russian oil were recorded in April-June 2023 (from the russian port of Novorossiysk to the Indian ports of Vadinar and Sikka), and in June 2024 (from the russian port of Primorsk to the port of Skagen in Denmark). Before UK imposed sanctions in December 2023 on the former manager of the vessel, the operator of the "shadow fleet" - Radiating World Shipping Services LLC (UAE), the latter transferred its tankers to other newly established companies, including Alqutb Alshamali Marine Services LLC, to avoid sanctions. In June 2024, EU imposed sanctions on the vessel due to its involvement in the transportation of russian oil and/or oil products from russia to third countries, as well as for its participation in the circumvention of european restrictions. On October 17, 2024, Switzerland imposed sanctions on the vessel in response to the transportation of oil/oil products originating from russia or exported from russia, using irregular and high-risk shipping practices, as specified in the resolution of the General Assembly of the International Maritime Organization A.1192(33).

In particular, sanctions were imposed on the shipping company Oceanlink Maritime DMCC, which is the vessel's manager, in connection with its involvement in the transportation of goods on behalf of the Iranian army and support for russia in the war against Ukraine. In June 2024, EU imposed sanctions on the vessel due to its involvement in the transportation of russian oil and/or oil products from russia to third countries, as well as its participation in the circumvention of european restrictions.
