Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

Actions to be taken:
  • to sanction the vessels on the list below, as well as all related companies and individuals (owners, operators, managers, executives, senior crew members)
  • to prohibit the entry of such vessels into ports, territorial waters, EEZs and international straits, and the sale of spare parts for them
 
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services

It is involved in the transportation of russian crude oil during the period of the G7 and EU oil embargo on russian oil. The vessel transported russian oil from russian ports to third countries. In 2023, the vessel was captured during the transfer of russian oil with falsified information about its location. Back in March 2023, it was reported that the vessel under the former name "Turba" was transporting russian oil of the Urals grade to India. In addition, the vessel has not been fully inspected since 2017, has no industry standard insurance and is flying the flag of Cameroon, a country blacklisted under the Paris Memorandum with a poor reputation for maritime safety oversight. According to the United Against Nuclear Iran (UANI), the vessel was involved in the transportation of Iranian oil and has switched to transporting russian oil since September 2021. In June-July 2024, UK and EU imposed sanctions on the vessel in connection with its involvement in the transportation of russian oil and/or oil products from the russian federation to third countries, as well as for its participation in the circumvention of European restrictions. On October 17, 2024, Switzerland imposed sanctions on the vessel in response to the transportation of oil/oil products originating from russia or exported from russia, using irregular and high-risk shipping practices, as specified in the resolution of the General Assembly of the International Maritime Organization A.1192(33).

It is involved in the transportation of russian crude oil during the period of the G7 and EU oil embargo on russian oil. The vessel transported russian oil from russian ports to third countries. The vessel was repeatedly recorded by the Monitoring Group of the Black Sea Institute for Strategic Studies and the BlackSeaNews editorial board as exporting russian crude oil. In particular, the facts of the vessel's participation in the transportation of russian oil were recorded in January-February 2023 (from the russian port of Taman to the Indian port of Sikka), in May-June (from the russian port of Kavkaz to the Turkish port of Samsun), and in August-September 2023 (from the russian port of Tuapse to the Malaysian port of Tanjung Pelepas). The vessel, according to United Against Nuclear Iran (UANI), participated in numerous STS transfers of millions of barrels of Iranian oil during 2021. In April 2024, USA imposed Iran-related sanctions on the vessel. In particular, sanctions were imposed on the shipping company Oceanlink Maritime DMCC, which is the vessel's manager, in connection with its involvement in the transportation of goods on behalf of the Iranian army. In June 2024, EU imposed sanctions on the vessel due to its involvement in the transportation of russian oil and/or oil products from russia to third countries, as well as its participation in the circumvention of european restrictions. On October 17, 2024, Switzerland imposed sanctions on the vessel in response to the transportation of oil/oil products originating from russia or exported from russia, using irregular and high-risk shipping practices, as specified in the resolution of the General Assembly of the International Maritime Organization A.1192(33). On November 25, 2024, the United Kingdom imposed sanctions on a tanker in connection with the transportation of russian oil/oil products from the russian federation to a third country as part of the restrictions on the russian shadow fleet.
