The double-deck roll-on/roll-off icebreaker with a closed railway deck is designed to transport railway trains, rolling stock (vehicles), and passengers. It is part of the fleet of the sanctioned russian PJSC Sakhalin Shipping Company (ПАО "Сахалинское морское пароходство"), one of the largest russian shipping companies in the Far East, ranked among the top 100 largest container shipping companies in the world, a leader in cabotage transport, and an important link in export– import operations with the Asia– Pacific region. The company is part of the Delo Group (Группа компаний "Дело", affiliated with the State Corporation Rosatom (Госкорпорация "Росатом")), with 58.67% of shares owned by the sanctioned PJSC TransContainer (ПАО "Трансконтейнер") – russia’s largest railway container operator, providing a full range of transport and logistics services integrated with other Delo Group assets.
Vessels of PJSC Sakhalin Shipping Company have been involved in the construction of future large-scale russian energy facilities, the delivery by sea of associated construction materials and equipment to the Taimyr Peninsula, and the expansion of russia’s trade routes to new foreign jurisdictions to replace economic ties lost after russia’s invasion of Ukraine.
In July 2023, the United States imposed sanctions on 14 vessels, including the Sakhalin 9, belonging to the fleet of PJSC Sakhalin Shipping Company.
