The vessel is designed to transport bulk, general, timber, grain, and containerised cargo. It is part of the fleet of the designated russian company PJSC Sakhalin Shipping Company (ПАО "Сахалинское морское пароходство"), one of the largest russian shipping companies in the Far East. The company is among the world’s top 100 largest maritime container carriers, is one of the leaders in cabotage shipping volumes, and serves as an important link in export– import trade with the Asia– Pacific region. It is part of the Delo Group (Группа компаний "Дело"), affiliated with the State Atomic Energy Corporation Rosatom (Госкорпорация "Росатом"), with 58.67% of its shares owned by the designated PJSC TransContainer (ПАО "ТрансКонтейнер"), russia’s largest rail container operator providing a full range of transport and logistics services integrated with other Delo Group assets.
The vessels of PJSC Sakhalin Shipping Company are involved in the construction of future large-scale russian energy facilities, the maritime delivery of related construction materials and equipment to the Taimyr Peninsula, and the expansion of russia’s trade routes to new foreign jurisdictions to replace economic ties lost after russia’s invasion of Ukraine.
In July 2023, the United States imposed sanctions on 14 vessels, including the Selenga, belonging to the fleet of PJSC Sakhalin Shipping Company.
