Justification
Vessel information
The vessel is involved in the theft of grain from Ukraine’s temporarily occupied territories and calls at ports in those territories.
From January 29 to 31, 2025, the vessel was in the port of Kerch being loaded with grain; the cargo was delivered to the port of Kavkaz.
Between February 2 and 12, 2025, the vessel was in the port of Kerch. On February 12, 2025, the vessel departed from the port of Kerch and, on February 14, 2025, called at the port of Kavkaz with a cargo of grain (3,040.1 metric tons).
On March 4, 2026, the vessel called at the port of Yeysk after departing from the port of Kerch.
According to available information, the vessel called at the port of Kerch at least three times in 2026 to load grain. Specifically, on January 9 and 22 and February 5, 2026, the vessel loaded a total of 9,300 metric tons of wheat at the port of Kerch for transport to the port of Kavkaz (russian federation) with the aim of subsequently delivering the cargo to Israel and Egypt.
In addition, between March 27 and 29, 2026, the vessel loaded nearly 3,100 metric tons of grain at the temporarily occupied Feodosia Commercial Seaport and delivered the cargo to the port of Kavkaz.
On August 14, 2026, Ukraine imposed sanctions on the vessel.
