Justification
Vessel information
The tanker, during the period of the G7+ oil embargo and the price cap policy on russian crude oil and petroleum products, is involved in the export of russian petroleum products from russian ports on the Baltic and Black Seas.
Specifically, in December 2024, the tanker transported over 323,000 barrels of russian petroleum products from the "Sheshkharis" terminal at the port of Novorossiysk to Turkey; the seller of the liquid cargo was PJSC "Lukoil."
In 2025, the tanker transported russian petroleum products from the port of Primorsk to a third country.
The tanker belongs to the fleet of the Turkish company Beşiktaş Likid Taşımacılık Denizcilik Ticaret A.Ş.
Beşiktaş Likid Taşımacılık Denizcilik Ticaret A.Ş. is the shipping and management division of the private Turkish conglomerate Beşiktaş Group, which is considered one of the largest players in Turkey’s maritime sector.
In December 2025, the Turkish company Beşiktaş announced that it was ceasing all shipping operations related to the russian federation. The company made this announcement after its tanker Mersin sustained significant damage near the coast of Senegal in late November 2025 as a result of four external explosions.
The vessel is involved in the russian federation’s oil sector, the profits from which are one of the most important sources of revenue for the aggressor state’s budget.
On December 13, 2025, Ukraine imposed sanctions on the tanker.
