Justification
Vessel information
The tanker, which is involved in the export of Russian liquefied natural gas, uses deceptive, high-risk shipping practices.
In particular, in December 2025, the tanker loaded LNG from the sanctioned medium-tonnage project Gazprom LNG Portovaya.
The gas carrier manipulated AIS data in March, April, and May 2025, showing that it was off the coast of South Korea and then anchored in Aniva Bay. According to satellite data, the ship was not where its AIS data indicated. Aniva Bay is located in the russian Far East, north of Japan. LNG is exported from this region from the Sakhalin-2 project. Approximately 1,130 nautical miles east of Sakhalin-2, PJSC NOVATEK operates a sanctioned floating LNG storage facility (IMO 9915105) in the Kamchatka area, which stores LNG transshipped from the Yamal and Gydan peninsulas, including the Arctic LNG-2 and Yamal LNG terminals. It is possible that during the period of AIS signal manipulation, the tanker was loading from the sanctioned floating LNG storage facility (IMO 9915105).
On February 24, 2026, the United Kingdom imposed sanctions on the vessel.
