In December 2023, the United States imposed sanctions on the vessel as part of a group of commercial vessels that had delivered significant quantities of military equipment and ammunition supplied by the DPRK to russia. In June 2024, the European Union imposed sanctions on the vessel in connection with the transportation of goods and technology used by russia’s defence and security sector to wage war against Ukraine. On 17 October 2024, Switzerland imposed sanctions on the vessel in connection with the transportation to and from russia of goods and technology used in the defence and security sector, as well as for use in russia or in its war against Ukraine. In June 2025, Canada imposed sanctions on the vessel.

It is involved in the transportation of weapons (ammunition) from the DPRK and South Africa to russia. The vessel is certified by the russian Maritime Register of Shipping. Until December 2024, the vessel was owned and operated by the sanctioned russian shipping company MG-Flot LLC (formerly Transmorflot LLC), associated with the Astrakhan businessman Jamaldin Emirmagomedovich Pashayev, who built his business around the russian commercial port of Olya in the Astrakhan region. At the stage of creation and construction, the port was proposed as the main logistics hub of the North-South international transport corridor, the key purpose of which was trade with sanctioned Iran. The creation and construction of the port was overseen and controlled by former russian Prime Minister Mikhail Fradkov. Since December 2024, the vessel has been owned and operated by the russian sanctioned shipping company JSC Sovfracht, which provides logistical support to the russian Ministry of defense. In May 2022, USA imposed sanctions on Transmorflot LLC and the company's vessels involved in the transportation of weapons for russia. In June-July 2024, EU and UK also imposed sanctions on the vessel. On October 17, 2024, Switzerland imposed sanctions on the vessel in connection with the transportation of goods and technologies used in the defense and security sector, as well as for use in russia or for the war in Ukraine. Also, on April 2, 2024, the Republic of Korea imposed sanctions on the vessel for transporting weapons to russia and the DPRK in violation of UN Security Council sanctions. On February 21, 2025, Canada imposed sanctions on the vessel.
